Purchases under the Law N 223-FZ are offered to be normalized

The Ministry of Economic Development of the Russian Federation prepared the relevant bill public discussion of which comes to the end on February 25, 2016. 

The federal law of 18.07.2011 N 223-FZ "About purchases of goods, works, services as separate types of legal entities" can be added with new article about rationing of purchases. In article the concept of rationing of purchases reveals, requirements to the goods bought by the customer, works, services are listed/ They are: limit price of goods, works, services; requirements to quantity, consumer properties (including to characteristics of quality) and to other characteristics, the needs of customers allowing to satisfy but not leading to purchases of goods, works, services which have excess consumer properties or are luxury goods according to the legislation of the Russian Federation.
