FAS of Russia explained an order of establishment by the customer in documentation about purchase of procedure of an assessment of demands by not cost criteria

In the letter of FAS of Russia of 19.10.2015 No. ATs/57532/15 explanations in the order of establishment by the customer in documentation about purchase of procedure of an assessment of demands by not cost criteria are made.

Detection of the best offer on performance of the contract is promoted most by establishment as an assessment of applications for participation in purchase of a formula of calculation of number of points in case an assessment subject of not cost criterion (indicator) is the number of the qualitative, qualification characteristic (for example, number of the contracts executed by the participant of purchase).

In the presence about purchase of indicators of not cost criterion the order of an assessment has to contain in documentation:
 - the importance concerning each indicator which is the indicator weight expressed as a percentage;
 - the sum of sizes of the importance of indicators of criterion of an assessment of 100 percent;
 - the formula of calculation or a scale of number of points providing assignment on each indicator from 0 to 100 points (for further multiplication by coefficient of the importance of an indicator).
