The Ministry of Economic Development of the Russian Federation prepared the negative conclusion of RIA on penalties increasing for mini-hotels and hotels on the territory of holding the FIFA World Cup

The Ministry of Economic Development of the Russian Federation issued the negative conclusion about RIA on the project of the Ministry of Culture of the Russian Federation assuming tenfold increase in penalties and entering suspension of operations for 90 days for the mini-hotels located on the territory of holding the FIFA World Cup of FIFA of 2018 and the Cup of confederations of FIFA of 2017.

Punishments are supposed to be entered for refusal in carrying out classification of objects of the tourist industry, thus, that everywhere it is carried out in a voluntary order. But since July 1, 2015 came into force the requirement about obligatory classification of hotels (hostels, mini-hotels, etc.) which are in the territory of subjects where the above sports competitions will be held.

The director of the department of an assessment of the regulating influence Vadim Zhivulin noted that the Ministry of Economic Development of RF is categorically against such increase of penalties, not to mention suspension of operations after which small business won't be able to be restored.
