The commission on carrying out administrative reform was allocated with the powers connected with carrying out an assessment of the actual influence of NLA

The resolution of the government of the Russian Federation of August 27, 2015 No. 896 made changes to the Provision on Government Commission on Administrative Reform regarding its additional powers connected with carrying out an assessment of the actual influence of regulations.

Changes are made as well to the Rules of carrying out an assessment of the actual influence of regulations approved by the resolution of the government of the Russian Federation of January 30, 2015 No. 83. So, on the official sites of the relevant departments the plans of preparation of regulations approved by heads of executive authorities for the next calendar year and information on modification of them are subject to placement. 

It should be noted that a main objective of an assessment of the actual influence of regulations is the analysis of achievement of stated purposes of regulation, definition of the actual positive and negative consequences of adoption of acts, and also detection of the provisions complicating conducting business and other economic activity or bringing to unreasonable expenses of budgets.
