26 June 2015, Friday
The State Duma of the Russian Federation in the second reading approved on June 16, 2015 the project making changes in p.3 Art. 14 of the Federal law of April 5, 2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" about need of justification in uniform information system of government procurements of impossibility of observance of a ban or restriction on the admission of goods from the foreign states.
Circumstances under which delivery of foreign production is possible, have to be provided by acts in which lists of the forbidden and limited in the admission goods are established. So, the ban on the admission of goods of light industry from the foreign states doesn't work if goods aren't made in the territory of the Russian Federation, the Republic of Byelorussia or the Republic of Kazakhstan (item 1 of the Resolution of the government of the Russian Federation of 11.08.2014 No. 791 "About establishment of a ban on the admission of the goods of light industry coming from the foreign states for implementation of purchases for ensuring federal needs).
The order of preparation and placement of this justification, and also the requirement to its contents are defined by the Government of the Russian Federation.
