About practice of carrying out an assessment of regulating influence of regulations

The deputy minister of economic development of Russia Oleg Fomichev told about the general practice carrying out the assessment of regulating influence (ARI) in Russia, exceptions of procedure, and their reasons, striking examples of reviewed acts, and also questions arising in this regard. Main objective of ARI as tool is to fight against administrative barriers, the inefficient legislation and, finally, search of the best decisions. ARI concerning the regulations raising the questions of implementation of business and investment activity, and, as concerning drafts of acts, and regulations already adopted in accordance with the established procedure authorities is carried out.
As for the Republic of Tatarstan, in the republic the mechanism of ARI carrying out was started in a pilot mode since 2013 for what the necessary regulatory base was accepted. In 2013 an assessment there passed by 11 regulations, in 2014 by 9 acts.
As part of the program, the Minister visited the Arsky Industrial Park, where he got acquainted with the current activities and long-term plans of the residents. During the inspection of the production facilities, Midkhat Shagiakhmetov held a substantive discussion with the heads of enterprises on capacity expansion and improving the efficiency of using the existing infrastructure.
Applications for the Start-Digital Technologies-1 competition (turn 2) are being accepted on the website of the Innovation Promotion Foundation until February 24. Individuals and legal entities, small business entities, can participate in it.
Rustem Mukhamedshin, Director of the Guarantee Fund of the Republic of Tatarstan, took part in a large–scale event - the strategic session of the Association of Small and Medium-sized Businesses of the Republic of Tatarstan, which took place on January 30, 2026 in Kazan at the Entrepreneur's House.
