Russia submitted the first claim to the WTO to EU concerning power adjustments

In December 23, 2013 I submitted to the Russian Federation to the WTO the claim against the European Union, demanding to stop use of power adjustments when carrying out anti-dumping investigations concerning the Russian companies. This technique assumes calculation of cost of goods proceeding from European, instead of the Russian prices of energy resources. Till 2002 of EU at application of anti-dumping measures against the Russian goods I didn't consider the price of sales of the Russian producers in domestic market as considered Russia "as the country with non-market economy". EU defined the dumping fact on the basis of comparison of the Russian export prices with the prices of sales in domestic market in the third countries. In 2002 of EU I recognized beyond Russia the country status with market economy, but I continued to apply "unfair approach when determining dumping".
