According to the results of 6 months of 2025, the volume of purchases by government customers from small and medium-sized businesses (SMEs) in the Republic of Tatarstan amounted to more than 250 billion rubles. This is 25 billion rubles more than in the same period of the previous year.
Tatarstan took the 3rd place in terms of the amount of purchases from republican entrepreneurs. Moscow is ahead (more than 1.2 trillion rubles), followed by St. Petersburg (345 billion rubles).
In total, in Russia for the first half of this year, government customers, according to 223-FZ, made purchases from SMEs in excess of 3.8 trillion rubles. The number of concluded contracts amounted to 428 thousand. About 150,000 business representatives acted as suppliers, which demonstrates an increase of 4.4% compared to the same period of the previous year.
Tatarstan demonstrated the highest growth among the country's regions in terms of public procurement from SMEs.
"The Republic of Tatarstan showed a significant increase — almost 25 billion rubles, the Samara and Rostov regions — more than 24 and 23 billion, respectively, the Donetsk People's Republic — over 12 billion rubles, as well as the Yaroslavl Region — more than 11.5 billion," commented Tatyana Ilyushnikova, Deputy Minister of Economic Development of Russia.
The Deputy Minister also stressed that these results are an indicator of the active involvement of SMEs in the public procurement system and demonstrate the purposeful work in the regions to develop entrepreneurship.
Alexander Isaevich, CEO of SME Corporation, noted that according to the results of the first half of 2025, manufacturing products took the first place in terms of purchases from SME suppliers. In six months, it was purchased by the largest customers in the amount of over 1.3 trillion rubles. The leading industries also included scientific, engineering, and professional services (209.1 billion rubles), as well as IT, where the volume of purchases amounted to 170 billion rubles.
For companies with state participation, there is a mandatory 25% quota for purchases from small and medium-sized businesses. It was established by the Government of the Russian Federation, and compliance is monitored by the SME Corporation and regional government agencies. Expanding the participation of small and medium-sized businesses in procurement under 223-FZ is one of the objectives of the federal project "Small and Medium-sized Enterprises" of the national project "Efficient and Competitive Economy", which is the responsibility of the Ministry of Economy of the Republic of Tatarstan.
