Rustam Minnikhanov: The key tasks are to maintain positive revenue dynamics and unconditional fulfillment of planned targets

The President of the Republic of Tatarstan, Rustam Minnikhanov, held a meeting on the results of the implementation of the consolidated budget of Tatarstan for the 1st quarter of 2024 and the tasks for 2025. The First Deputy Minister of Economy of the Republic of Tatarstan Oleg Pelevin took part in it. 

The budget appointments have been fulfilled, but the situation requires control, especially with regard to income tax, where a number of enterprises have reduced payments by 7 billion rubles.

In 2024, 44.6 billion rubles were allocated for the implementation of national projects (24.7 billion - federal funds), 10.7% of the funds were disbursed. It is necessary to achieve the parameters stipulated in the agreements with the federal center and actively attract federal co-financing. 48 republican programs are being implemented in the republic, including 4 new ones (housing and communal services, dairy kitchens, Ministry of Emergency Situations, Ministry of Internal Affairs).

The Head of the Republic recalled the cancellation of 2/3 of the regions' debt on budget loans and the allocation of funds for housing and communal services and infrastructure (Tatarstan's limit is 44.5 billion rubles). It is important to control the reduction of tax arrears (12.3 billion rubles).

Also, the Republic saw an increase in tax revenues by 13% (394 billion rubles), revenues to the consolidated budget of the republic increased by 20%. In addition, the number of self-employed is growing (380 thousand people, about 1 billion rubles in taxes have been paid).

The Head of the Republic of Tatarstan, Rustam Minnikhanov, instructed to strengthen work on the legalization of salaries, the analysis of income from the tax system, land tax and non-tax revenues. Consolidated budget expenditures amounted to 17.3% of the annual plan, and uniformity is needed throughout the year.
