Since 2023, Russia has been operating a program of preferential loans secured by intellectual property. Today, access to financing is provided for entrepreneurs from Moscow and the Republic of Tatarstan. To date, Moscow citizens have received more than 1.13 billion rubles, and Tatarstan representatives, who started at the end of 2024, have already consolidated five loans worth 40 million rubles secured by patents and trademarks.
The project will expand its geography and enable science and business to promote their ideas. This was told by the head of the Federal Service for Intellectual Property, Yuri Zubov, at the Rospatent Board.
"Intellectual property is becoming a liquid economic asset in Russia, an effective tool for the development of science and entrepreneurship. Since 2023, on behalf of the Head of State, Rospatent, together with the Ministry of Economic Development, the Bank of Russia and the Government of Moscow, have been implementing a project on lending to small and medium-sized businesses secured by intellectual property. Last year, the authorities of the Republic of Tatarstan launched their pilot project," said Yuri Zubov, head of Rospatent, at the department's Board Meeting.
Intellectual property-backed loans are available under the national project "Efficient and Competitive Economy".
In Moscow, small and medium-sized businesses with intellectual property registered with Rospatent can apply for loans through the Moscow Innovation Cluster. The Mosgarant Fund acts as a guarantor for enterprises. And the creditors are Sberbank, VTB Bank, Promsvyazbank and Sovcombank. Since 2023, the capital's companies have concluded 34 loan agreements worth more than 1.13 billion rubles. These are mainly organizations working in the fields of information technology, medicine and logistics.
At the end of 2024, the Republic of Tatarstan joined the program of preferential lending secured by intellectual property. The Center for Scientific and Technical Information of the Republic of Tatarstan, the Entrepreneurship Support Fund of the Republic of Tatarstan (provides loans) and the Guarantee Fund of the Republic of Tatarstan (loan guarantor) participate in it.
At the very start, local companies have already received five loans for 40 million rubles. These are LLC "MZITK" (7.25 million rubles), LLC PKF "Instromet" (15 million rubles), LLC "FZP" (7.7 million rubles), LLC "Tochkatsvetov" (4.56 million rubles) and GC "DOKSAL" (5 million rubles). Another 18 companies in Tatarstan applied for preferential loans worth 270 million rubles secured by intellectual property, the press service of the Ministry of Economy of the Republic of Tatarstan reported.
Not only security certificates for technologies, but also trademarks can be used as collateral. For example, Tochkatsvetov LLC and Instromet LLC, registered in Tatarstan, received about 20 million rubles secured by trademarks.
One of the conditions for granting a loan secured by intellectual property is the availability of an independent assessment of intellectual property objects. It is implemented, among other things, by the Federal Agency for the Legal Protection of the Results of Intellectual Activity for Military, Special and Dual Purposes (FAPRID).
