The Ministry of Economy of the Republic of Tatarstan discussed best practices for assessing regulatory impact

On February 25, 2024, the Ministry of Economy of the Republic of Tatarstan held a training seminar on the topic: "Assessment of the regulatory impact of draft republican regulatory legal acts: goals and objectives, procedure, examples of best practices. Assessment of mandatory requirements application".

The seminar was opened by Deputy Minister of Economy of the Republic of Tatarstan Saria Sirazieva. In her welcoming speech, she noted that the quality of the regulatory impact assessment directly affects the position of the Republic of Tatarstan in the National Rating of the Investment Climate in the constituent entities of the Russian Federation.

The event was attended by representatives of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, the Ministry of Transport and Road Management of the Republic of Tatarstan, the State Housing Inspectorate of the Republic of Tatarstan, the State Construction Supervision Inspectorate of the Republic of Tatarstan, the Office for Supervision of the Technical Condition of Self-propelled Vehicles and Other Types of Equipment of the Republic of Tatarstan.

During the seminar, the goals and objectives of conducting a regulatory impact assessment (RIA), expertise and assessment of the application of mandatory requirements were considered, the order for conducting these procedures were studied, and examples of best regional practices were considered.

The participants were also informed of the main tasks to improve the quality of RIA: conducting public consultations involving a wide range of representatives of the business community, properly completing summary reports with descriptions of alternative regulatory methods and assessing the costs of the business community resulting from the introduced regulation.

This is the first training seminar for republican executive authorities from a series of seminars held this year by the Ministry of Economy of the Republic of Tatarstan. The purpose of the seminars is to gain and deepen knowledge in the field of RIA, assess the application of mandatory requirements, enhance the professional competence of participants, as well as introduce best practices in conducting regulatory impact assessments.
