Small and medium-sized businesses of Tatarstan supplied goods and services worth 300 billion rubles to state-owned companies in 2024

Small and medium-sized businesses of the Russian Federation have concluded more than 667 thousand contracts with state-owned companies for 9 months of 2024 based on the results of purchases under 223-FZ. Tatarstan became the second after Moscow among the regions of the country in terms of the growth of concluded contracts. The growth compared to the same period in 2023 amounted to 289% or 223.3 billion rubles. 

Currently, companies with state participation are required to purchase goods and services from SME suppliers within the quota established by the Government of the Russian Federation, its compliance is ensured by the SME Corporation and regional authorities. The volume of purchases is also included in the indicators of the national project "Small and medium-sized enterprises".

"Purchases by state-owned companies give small and medium-sized businesses access to a stable market for goods and services. SME suppliers have not only increased their volume, but the number of small and medium-sized enterprises that can fulfill contracts in accordance with the requirements of large customers is increasing," said Alexander Novak, Deputy Chairman of the Government of the Russian Federation.

In 3 quarters, the number of SME suppliers increased by 21% compared to the same indicator last year - to almost 187 thousand. The largest customers — leaders in terms of purchases from small and medium-sized businesses - were Russian Railways, Tatarstan SEZ Alabuga, Aeroflot, Sberbank, VTB Bank. 

Small and medium-sized businesses currently have the opportunity to become a participant in the cultivation program initiated by the Ministry of Economic Development of the Russian Federation and the SME Corporation and conclude a long-term offset agreement with one of the state-owned companies. In this case, the supplier receives a guaranteed sales market for a long period and undertakes to invest in the development of his own company. In just one and a half years of operation of the mechanism in Russia, with the participation of the SME Corporation, 11 offset agreements under 223-FZ for more than 6 billion rubles were concluded, investments of small and medium-sized businesses in the development of production amounted to 1.39 billion rubles.

Deliveries of manufactured products are already being carried out under seven concluded offset contracts. So, according to one of them, Avtodor-Toll Roads LLC has already supplied 40 thousand transponders. According to another offset agreement, Russian Railways received small-scale mechanization funds in the volumes planned for 2024. Almost 86.5 tons of fire-resistant turbine oil were produced and supplied by order of InterRAO Group companies. Within the framework of the offset agreement with JSC Rosgeo, deliveries of drill pipes and diamond drilling equipment have begun.
