The State Duma in the first reading supported the draft law on amendments to the Tax Code. The document, in particular, introduces a number of preferential categories for the registration of computer programs, databases and topologies of integrated circuits (fixed location of the set of elements of the chip and the connections between them) in Rospatent.

"First of all, computer programs, databases and topologies of integrated circuits can be registered free of charge by participants of the SMO and employees of the internal affairs bodies and the penal enforcement system operating in the SMO zone. At the same time, registration itself remains voluntary: the rights to such intellectual property are protected upon creation," said Maxim Kolesnikov, Deputy Minister of Economic Development of Russia.

The demand for registration of this type of intellectual property demonstrates steady annual growth. In the first nine months of 2024, domestic developers submitted to Rospatent more than 26.5 thousand applications for registration of computer programs and databases, which exceeds the same indicator last year by 13.9%. Of this volume, the share of software accounts for 22.3 thousand applications, slightly more than 4 thousand were submitted for database protection.

The top 10 regions by the number of applications include Moscow (7891 applications), St. Petersburg (4229), Moscow Region (1161), Krasnodar Territory (1001), Republic of Tatarstan (867), Voronezh Region (840), Krasnoyarsk Territory (624), Sverdlovsk Region (567), Republic of Bashkortostan (484) and Novosibirsk region (452).
