Regulatory impact assessment ‒ we discuss, develop, implement

On July 10, 2024, a round table with entrepreneurs was held at the site of the Tatarstan regional branch of the All–Russian Public Organization Delovaya Rossiya on the topic: "Public consultations are the key to an effective dialogue between business and government."

Artur Abdulzyanov, Chairman of the Tatarstan regional branch of the All-Russian Public Organization Delovaya Rossiya, addressed the participants of the event with a welcoming speech.

He noted the relevance of the topic of the event and the impact of the issue of building effective interaction with the business community in the framework of assessing the regulatory impact on the republic's position in the National Rating of the investment climate in the constituent entities of the Russian Federation.

Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan, made a presentation on "Regulatory impact assessment: discussing, developing, implementing" at the event. She reminded the audience that the regulatory impact assessment is carried out in order to identify provisions that introduce excessive duties, prohibitions and restrictions for business entities and other economic activities or contribute to their introduction, as well as provisions that contribute to the emergence of unreasonable expenses of business entities and other economic activities and budgets of the subjects of the Russian Federation.

In her speech, the Deputy Minister stressed that the institute for regulatory impact assessment today is an integral part of the rule–making process, which allows not only to solve issues of excessive administrative pressure, but systematically approaches the problems of doing business, and thus has a beneficial effect on the investment and business climate of the country and regions.

During the round table in the format of a dialogue, questions were discussed about how the opinion of an entrepreneur, sent to the developer of a regulatory legal act during public consultations, can influence decisions made by the state, how the results of interaction with the business community are evaluated as part of the regulatory impact assessment.

In conclusion, Deputy Minister of Economy of the Republic of Tatarstan Gulnaz Ismagilova and Chairman of the Tatarstan regional branch of the All-Russian Public Organization Delovaya Rossiya Artur Abdulzyanov discussed promising areas for further cooperation between the Ministry of Economy of the Republic of Tatarstan and the Tatarstan regional branch of the All-Russian Public Organization Delovaya Rossiya during the regulatory impact assessment procedure.
