The NTG rating for 2023 has been prepared by the Russian Ministry of Education and Science. The presentation took place at a meeting of the Commission on Scientific and Technological Development, chaired by Deputy Prime Minister Dmitry Chernyshenko.
The top 10 includes six AIRR participating regions: the Republic of Tatarstan, Tomsk, Novosibirsk, Nizhny Novgorod Regions, the Republic of Bashkortostan and the Samara Region. Ten regions of the Association are already among the leading 20, including the Tyumen Region, the Perm Region, the Republic of Mordovia and the Ulyanovsk Region.
The rating has been published for the third year, and as noted by the Minister of Science and Higher Education Valery Falkov, compared with the previous calculation, the number of criteria for assessing the technological independence of each subject has been significantly increased. "The rating for 2023 has become more detailed. The criteria are grouped into 3 blocks, which reflect the involvement of regional authorities in the scientific and technological development of the subject, the level of conditions created to attract high-tech businesses to the region and the level of conditions for the researchers themselves. The results of the national rating will allow the leadership of the regions to establish themselves in the correctness of the chosen course, or it will become a guide to the most active actions in the field of scientific and technological development," commented the Minister of Science and Higher Education Valery Falkov.
Director of the Association of Innovative Regions of Russia Alexander Smekalin commented on the results of the rating for the members of the Association. "10 AIRR regions have shown positive dynamics in the new NTG rating. The top 10 includes six regions of the Association, and ten regions from the Association are already in the top 20 of the rating. The average value of the final assessment for nineteen regions of the Association is 19% higher than the average for the subjects of the Russian Federation. This confirms the high potential for close cooperation within the AIRR, analysis and improvement of the best regional practices, and willingness to share the most effective solutions. A significant change in the rating for 2023 was an increase in the number of indicators for human resources, educational environment, events, and scientific and technical creativity. This gave the Association's regions more opportunities to showcase their achievements in these areas. At the same time, the new indicators emphasize the need to strengthen work with human and scientific potential for all regions seeking to increase their competitiveness," said Alexander Smekalin.
