According to the results of the first quarter of 2024, SMEs concluded 5.1 thousand loan agreements under the federal Program of preferential lending "1764". Tatarstan has entered the TOP 10 regions for granting loans under this program.
Small businesses, including microenterprises, attracted 70% of the total volume of concessional loans, while medium–sized ones attracted 30%. The weighted average interest rate on loans was 13.4% per annum. The 1764 program is being implemented within the framework of the national project "Small and Medium-sized Entrepreneurship", which was initiated by the President of Russia Vladimir Putin and is supervised by Deputy Prime Minister of the Russian Federation Alexander Novak.
"In the first quarter of 2024 alone, the business received more than 130 billion rubles in the form of preferential loans under the 1764 Program. The tool is tuned to the growth trend of priority industries – fast-growing areas with a high multiplier effect. These are, for example, manufacturing industries, technology companies, and tourism. Over 70% of all loans are to small businesses, while we are seeing an increase in investment lending among microenterprises. This means that targeted state support is built competently and allows small companies to develop and scale," said the Minister of Economic Development of the Russian Federation Maxim Reshetnikov.
90 banks are involved in the implementation of the 1764 Program. Entrepreneurs attracted the largest amount of financing through SBERBANK PJSC, VTB BANK (PJSC), PROMSVYAZBANK PJSC, SOVCOMBANK PJSC, ALFA-BANK JSC.
More than half of all loan funds (68.4 billion rubles) under the 1764 Program were provided to entrepreneurs from manufacturing, more than 17 billion rubles to transport companies and warehouse complexes, 7.6 billion rubles to agricultural companies, 5.2 billion rubles to the hotel business.
According to the Bank of Russia, in a number of industrial sectors, the share of loans under the 1764 Program is over 25% of the total volume of loans granted to SMEs since the beginning of the year. In the production of paper and paper products, the share of preferential loans reached 33%, medicines and medical materials – 32%, clothing – 27%.
Entrepreneurs have raised more than 86 billion rubles to replenish working capital, including 25.1 billion rubles in manufacturing (production of food products, rubber and plastic products, finished metal products, machinery and equipment). 35.6 billion rubles have been allocated to SMEs for the implementation of investment projects, of which about 8 billion rubles are in the field of transportation and storage (land and pipeline transport, warehousing).
At the same time, if for small and medium–sized enterprises in the first quarter of 2024 it is typical to attract concessional loans for negotiable purposes (the share of such loans for small enterprises was 72%, for medium-sized enterprises - 86%), then among microenterprises there was an increased demand for investment loans (more than 40%).
The average amount of loans attracted by SMEs with state support ranged from 30 to 46 million rubles.
The program of preferential lending "1764" was launched as part of the national project "Small and medium-sized enterprises". It is a preferential subsidy for small and medium-sized businesses, thanks to which entrepreneurs can get a loan at a reduced rate. Loans can be taken for investment purposes, working capital loan and refinancing.
