The head of the structural unit for partner (Islamic) financing has been appointed to the Ministry of Economy
Since the launch of the experiment on partner (Islamic) financing in the territory of the Republic of Tatarstan, in accordance with Federal Law No. 417 of August 4, 2023, the Ministry of Economy of the Republic of Tatarstan has been coordinating work on partner (Islamic) banking. Since March of this year, a new structural unit located in the Guarantee Fund of the Republic of Tatarstan, subordinated to the Ministry of Economy of the Republic of Tatarstan, has joined the work in this area. Ruslan Khaliullin has been appointed head of this division.
Previously, Ruslan Khaliullin worked as the director of the Department of Ethical Financial Instruments of the Ak Bars Capital Management Company, was responsible for the direction of partner (Islamic) finance. With his participation, a number of financial products for partner financing were launched in Tatarstan, which have passed Sharia control and are successfully operating to this day. He has a financial and religious education and work experience in banking institutions. He has over 10 years of experience in the field of partner financing.
At the Ministry of Economy of the Republic of Tatarstan, Ruslan Khaliullin will be engaged in general coordination of the work of participants in the experiment on partner financing, work on public awareness, interact with educational institutions and federal agencies.
Let us recall that on September 1, 2023, a two-year experiment on the introduction of partner (Islamic) financing was launched in Tatarstan, Bashkiria, Dagestan and Chechnya. The relevant law was adopted in August last year.
