In Tatarstan, over the past year, the largest customers carried out more than half of purchases from SMEs

First Deputy Chairman of the Government of the Russian Federation Andrey Belousov held a meeting with the regions on the implementation of quotas for purchases from small and medium-sized businesses. In 2022, they increased from 20% to 25%, and the list of the largest federal and regional customers was also expanded. In Tatarstan, over the past year, the largest customers have carried out more than half of their purchases from SMEs.

"The SME sector was subjected to quite serious tests, but it continued to grow. In many ways, this was achieved due to the fact that in 2020 – 2022, a fairly serious SME support program was implemented on behalf of the President of the Russian Federation. Today, to a large extent, this agenda has been implemented, so it is necessary to form a new one for the 25-30 years. The Ministry of Economic Development is engaged in reformatting the national SME support project, and we are also planning a number of institutional measures. It is necessary to encourage state-owned companies and corporations to make purchases from small and medium-sized businesses, as well as to help SMEs enter foreign markets. The country has a lot of potential here. The share of small and medium-sized entrepreneurs in foreign markets is growing, but it amounts to units of percent. The subjects of the Russian Federation should play a big role in this issue, since they are the main key to the development of these processes," he noted Andrey Belousov, supervising the national project "Small and medium-sized entrepreneurship".

The volume of purchases of the largest customers from SME suppliers by the end of 2022 amounted to a record 7 trillion rubles. This is 2.6 trillion more than a year earlier. Purchases were made by more than 12 thousand customers, including 9 thousand regional ones.

The list of purchased goods has more than doubled, to 1.1 million items. More than 70% of the total volume of purchases from SMEs are industrial products, and more than 9% are innovative, high-tech. Over the past year, purchases in the scientific and technical fields have increased 10 times.

Tatarstan entered the top five leading regions in terms of purchases from SMEs in 2022, along with: Moscow, St. Petersburg, as well as the Moscow and Sverdlovsk regions.

In Tatarstan over the past year, the 31 largest customers carried out more than half - 61.2% of their purchases from SMEs in the amount of 54.6 billion rubles out of 89.2 billion rubles. The leaders were JSC Tatavtodor (12.85 billion rubles), JSC Network Company (11.15 billion rubles), JSC Tatspirtprom (9.34 billion rubles).

"At the end of last year, the SME Corporation together with the largest customers, on behalf of the President, launched a new tool to support potential suppliers — the "cultivation" program and the conclusion of offset contracts. The last support measure provides for the customer's obligations to generate long-term demand for small and medium-sized business products and the SME's obligations to invest in the creation or modernization of production in Russia. With the participation of the Corporation, seven programs for "growing" suppliers have already been approved, 27 companies have them under development," said Alexander Isaevich, CEO of SME Corporation.
