In Tatarstan, the moratorium on inspections has been extended for 2023

To support business, the Russian Government has extended the moratorium on inspections. The corresponding decree was signed by the Chairman of the Government of Russia Mikhail Mishustin on December 29, 2022. In the Republic of Tatarstan in 2022, thanks to the moratorium, the number of inspections conducted by republican control bodies decreased by 10.7 times. The introduction of the moratorium contributes to the implementation of the goals of the national project "Small and medium-sized entrepreneurship".

The moratorium on inspections in 2022 made it possible for companies to ensure stable operation without excessive pressure from the inspection authorities and allowed them to shift the focus to the prevention of violations. According to the Prosecutor's Office of the Republic of Tatarstan, 2,211 inspections were canceled by the control bodies, 513 initiated inspections were terminated. Routine inspections were replaced in most cases by preventive visits. About 800 professional visits were conducted in 2022.

"The format of the preventive visit is very effective, as it allows without excessive administrative pressure in the mode of interaction with entrepreneurs, to achieve the safe functioning of the business that meets both the interests of entrepreneurs and consumers," Deputy Minister of Economy of the Republic of Tatarstan, Natalia Kondratova said.

It is envisaged to extend for 2023 the restrictions on conducting control checks in the implementation of types of state and municipal control, as well as in the implementation of state control over the activities of state authorities of the subjects of the Russian Federation and the activities of local self-government bodies.

In addition, it provides for the possibility of unscheduled control inspections in 2023 for objects of extremely high and high risk categories based on special indicators. Such a format involves the initiation by supervisory authorities of control measures in case of receiving information about the presence of risks of violation of mandatory requirements.

The new resolution also establishes the right of the control body to exclude a scheduled inspection from the inspection plan if it was preceded by a preventive visit at the request of the controlled person.

The format of the preventive visit is very effective, as it allows without excessive administrative pressure in the mode of interaction with entrepreneurs, to achieve the safe functioning of the business that meets both the interests of entrepreneurs and consumers.

These measures will avoid a significant increase in inspections in 2023 compared to 2022 and previous years, which will seriously reduce the administrative burden on a large number of small businesses.
