Tatarstan needs to ensure the smooth operation of enterprises in all sectors. The task for the current year is to achieve GRP volume of 4 trillion rubles. This was stated today by the Head of the Republic of Tatarstan Rustam Minnikhanov at the final meeting of the Board of the Ministry of Economy of the Republic of Tatarstan.
The Board was held jointly with the Operational Headquarters for Ensuring socio-economic stability in the Republic of Tatarstan.
The main topic is socio-economic stability and economic development of the region in 2023.
The main report was delivered by the Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov.
As Rustam Minnikhanov noted, the economy of the republic proved to be resistant to external challenges. This is evidenced by the indicators of last year. Thus, GRP amounted to 3.865 trillion rubles, industrial production index – 106.6%; investments – 850 billion rubles. These results were largely achieved thanks to federal support, Rustam Minnikhanov stressed and thanked Russian President Vladimir Putin and the Government of the country for the timely measures taken.
"Separate words of gratitude to the heads of enterprises and labor collectives. Under the conditions of sanctions pressure, you managed to maintain production facilities, ensure their stable operation, and form new production and logistics chains," Rustam Minnikhanov said.
He stressed that today it is important to maintain the stability of the economy and ensure the efficiency of budget expenditures. It is necessary to move forward, Rustam Minnikhanov said.
To address these issues, as well as for the further development of the economy, the Operational Headquarters has prepared an Action Plan in a number of areas.
"It is necessary to ensure the smooth operation of enterprises in all sectors. The task for the current year is to achieve GRP volume of 4 trillion rubles. Everything will depend on the economic situation, but we must achieve this goal. The focus of our attention should be on all economic entities from self-employed and microenterprises to the largest companies, everyone who creates jobs pays wages and taxes," Rustam Minnikhanov said. The task of all ministries and departments is to assist business, he stressed.
Economic development is impossible without attracting investment. The state is ready to share investment risks with business through support mechanisms. These are instruments within the framework of Government Resolutions 1119 and 1704, the Agreement on the Protection and Promotion of Capital Investments, the infrastructure menu and programs of federal development institutions. We should make the most of all these opportunities, Rustam Minnikhanov said.
The potential of preferential territories should also be used, the Head of RT believes. Thus, the SEZ "Alabuga" is building significant volumes of new production areas - about 200 thousand sq. m. The main task is to fill them with residents and ensure effective work. There are also joint plans of Alabuga with Sibur. The task of Innopolis is to work out with the federal center the financing of two new sites, based on the previously announced volumes.
There are 5 territories of advanced development (PSEDA) in the republic. There are also reserves here. In Nizhnekamsk, not a single resident was recruited last year, the indicator for the creation of new jobs was not fulfilled. "I have already told the head of Nizhnekamsk today," Rustam Minnikhanov said. – It is clear that in the current conditions it is not easy to find residents, but we need to work."
The TOP "Chistopol" works poorly - it is also in the zone of criticism. Rustam Minnikhanov drew the attention of the heads of municipalities: investments are a source of development of territories and increase of incomes and quality of life of citizens.
The management of single-industry towns needs to use the mechanisms of WEB.RF more actively. In turn, the Head of RT thanked WEB.RF for the support of republican projects.
This year, with the co-financing of WEB.RF the engineering and road infrastructure of the Sviyazhsk multimodal Logistics Center needs to be created. All agreements should be implemented on time by our builders, Rustam Minnikhanov instructed.
The work of the authorities is evaluated by the quality of state and municipal services. Last year, the services were transferred to electronic form - this is 319 services. At the same time, there are cases of their untimely provision in a number of districts, Rustam Minnikhanov reminded. He listed the districts that are behind– Muslyumovsky, Mendeleevsky, Alkeevsky, Bugulminsky, Nurlatsky. Responsible persons should be punished for this, Rustam Minnikhanov suggested.
The most important task set by the President of the country is to ensure technological sovereignty as soon as possible. This work is not being carried out effectively enough, Rustam Minnikhanov believes. He recalled that in Tatarstan, technology imports are 6 times higher than exports. The region has one of the strongest scientific schools in the country. At the same time, the positions of Tatarstan's leading universities have deteriorated in the rating of inventive activity of Russian universities over the past year. This applies to KNITU-KAI, KNITU-KhTI and Energouniversitet - they have slipped to the bottom positions, noted the Head of RT. As a result, over the past 10 years, the number of patents received for inventions in Tatarstan has decreased by 17%.
"Universities, together with business, need to adjust the research program to obtain specific application-oriented results. The sanctions will not end until we learn how to produce everything ourselves," he said.
All conditions have been created in the republic for the development of small and medium-sized businesses. Today, we need to focus on supporting the real sector of the economy. Only 7% of small and medium-sized enterprises operate in manufacturing industries. This is not enough given the challenges of technological sovereignty. Our large enterprises should act as a locomotive, Rustam Minnikhanov believes.
According to him, today it is necessary to build new cooperative chains with small businesses and use the potential of industrial sites. Today, about one and a half thousand residents are registered in the industrial parks of the republic, in which more than 55 thousand people work.
All conditions have been created for the development of industrial parks. Subsidies, tax benefits, preferential loan financing are provided. At the same time, in 7 parks in our republic - and I have repeatedly criticized them – there is only one resident (Aksubaevsky, Bugulminsky, Yelabuga, Zainsky, Kaibitsky, Leninogorsk, Rybno-Slobodsky districts). Low occupancy of parks in Aktanyshsky (28%), Buinsky (39%), Novosheshminsky (3%) and Mamadyshsky (32%) districts. At the same time, the sites here were created at the expense of budget investments, Rustam Minnikhanov stressed.
"Taking into account the new support measures for residents and management companies that we have adopted this year, the occupancy rate of the parks should be at least 70%. This is the area of responsibility of the heads of districts together with the Investment Development Agency, the Investment Venture Fund and the Ministry of Economy," Rustam Minnikhanov said. He also recalled that the key partner for the development of territories is small and medium-sized businesses. It is also necessary to ensure the maximum involvement of small and medium-sized enterprises in work for export. Now less than 1% of SMEs are exporters. As a positive example, Rustam Minnikhanov cited the work in the direction of halal products.
One of the priorities is the balanced development of municipalities. For this purpose, national projects and republican programs are being implemented. Over the past year, 4271 objects were commissioned and repaired. For the current year, the President of the country has set the task of advancing financing from the federal budget for the construction of infrastructure in those regions that are ready to accelerate and introduce facilities a year earlier. It is necessary to work actively in this direction, the Head of the Republic stressed.
"The sectoral ministries together with the Ministry of Construction need to send applications for attracting advanced financing from the federal budget as soon as possible," he instructed.
He also recalled that in order to ensure the balanced development of territories in the region, the Institute of Spatial Planning was established. This year, the Institute needs to complete the development of the master plan of the Kazan agglomeration, start master plans of the Kama and Almetyevsk agglomerations. These documents should become a tool for planning housing construction, infrastructure and production facilities.
Rustam Minnikhanov reminded that the work with tax liabilities remains an important area. He announced the amount of debt - as of January 1, it is 15.3 billion rubles. This is not normal, he said, these enterprises are candidates for bankruptcy, this is the loss of jobs.
At the same time, special attention should be paid to the payment of property taxes by employees of organizations. As of January 1, 2023, the debts of individuals exceed 2.6 billion rubles, it is necessary to take measures to repay them.
The Head of RT thanked industrial enterprises and companies for their work. Everything that we have created is the result of the work of the real sector of the economy, he stressed, thank you very much.
