A package of measures to optimize the procurement system was approved

The Government of the Russian Federation approved a set of measures to further optimize the procurement system. The changes expand the requirements for the experience of procurement participants to perform certain types of work. The corresponding government decree is published on the official portal of legal acts.

The amendments introduce a special pre-qualification for the procurement of works for regular transportation at regulated rates. The innovation is aimed at introducing passenger transport management models in the regions in the implementation of the federal project “Modernization of passenger transport in urban agglomerations.

Only procurement participants with experience in performing such works or services will be able to participate in procurement for the performance of work on the geological study of subsoil, work on the elimination of unauthorized disposal of waste, services for the assessment of real estate. This will help improve the qualifications of procurement participants to achieve a qualitative result of such procurement.

In addition, the payment period for small businesses and socially oriented non-profit organizations has been reduced from 15 to 7 working days in the case when such entities and organizations are involved as co-executors by the main contractor under a contract concluded under the law “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs. The rules for evaluating applications during competitions within the framework of the current law have also been clarified.

In addition, the procedure for sending and considering the customer's request for inclusion in the register of unscrupulous suppliers has been clarified for a situation where the supplier unilaterally refused to perform the contract. A number of changes have also been made to the procurement information support.
