Benefits for business discussed at the council of the "Entrepreneurship" party project in Tatarstan
The meeting of the regional public council of the party project "United Russia" "Entrepreneurship" was held in Zelenodolsk. The discussion was attended by the coordinator of the federal party project in Tatarstan, Chairman of the State Duma Committee on Economic Policy Maxim Topilin, First Deputy Minister of Economy of the Republic of Tatarstan - Director of the Department for Entrepreneurship and Competition Development Airat Shamsiev, Head of the Zelenodolsky District Mikhail Afanasiev, representatives of the business community.
The focus was on measures of state support for small and medium-sized businesses, as well as the development of industrial parks. In his report, Airat Shamsiev dwelled in detail on the measures of state support for industrial parks in the republic.
“Today, more than 1,500 residents work in all industrial parks of the republic, the average number of employees in the first half of 2022 amounted to more than 51 thousand people. The turnover of resident enterprises amounted to 175.4 billion rubles, which is 7.6% more compared to the first half of 2021,” Airat Shamsiev said.
He recalled that in order to develop municipal industrial parks in the republic, a set of measures has been developed for state support of management companies and residents, accredited industrial parks: preferential microloans, subsidies for reimbursement of costs for consumed electricity, guarantees from the Guarantee Fund, a program for "growing", financing construction engineering and road infrastructure, as well as financing certification, participation in exhibitions and fairs, marketing and patent research, trademark registration, development of business plans for enterprises, placement of goods on marketplaces.
Entrepreneurs noted the favorable territorial location of the Zelenodolsk region - proximity to transport and labor resources, the availability of infrastructure. However, today, in the conditions of business diversification, there is a need for additional measures of state support for residents of industrial parks. We are talking about tax benefits on income, land tax, insurance premiums for a period of at least 10 years.
“Since March 2022, the company has been making efforts to diversify its business. New directions for the production of park furniture and small architectural forms are being developed. We were able to carry out the first deliveries of our products to parks and schools in the Zelenodolsk region. Thanks to tax incentives for TASED residents, we will be able to painlessly rebuild, increase wages for employees, without increasing the burden on production, - said Evgeny Shchelokov, director of one of the enterprises, in his report.
“The Ministry of Economy of Tatarstan communicates information about state support measures through all possible channels, but our entrepreneurs treat the proposed conditions with great distrust and caution. Our task is to help entrepreneurs and each work is built individually. Therefore, we hold such meetings not for show, but for live communication,” said the head of the Zelenodolsk district, Mikhail Afanasiev.
Also at the meeting, attention was paid to the topic of personnel training. Andrey Kondaurov, the head of the company for the production of electronic printed circuit boards and the development of computer software, noted the need to increase cooperation with educational institutions, to participate in the learning process and internships for students. In addition, he asked for additional support for employees, including housing issues and financial incentives.
“To support industrial parks, new decisions on additional benefits will be made by the end of the year. As for the rest of the issues raised, we wrote everything down for ourselves, we will work it out. Now the mechanism is being adjusted, the questions you voiced are very relevant,” Maxim Topilin summed up.
The task of the party project "United Russia" "Entrepreneurship" is to help business representatives receive all the necessary support measures and use all the tools that the state provides.
