Today, the Cabinet of Ministers of the Republic of Tatarstan hosted a briefing dedicated to measures of economic support for business to ensure the stability of the Russian economy in the context of partial mobilization. Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of Tatarstan Midkhat Shagiakhmetov explained federal and republican support measures for mobilized entrepreneurs.
Among the federal support measures, the minister noted the following:
- provision of credit holidays for mobilized citizens, including individual entrepreneurs.
- provision of credit holidays for mobilized SMEs that are LLCs, consisting of one participant, which is the sole executive body of management.
- change/termination of the essential terms of government contracts without the application of penalties in case of mobilization of the entrepreneur and not entering him into the register of unscrupulous suppliers (RNP).
- providing a period of 5 working days to resolve organizational issues related to the further conduct of business activities.
- companies that have licenses for certain types of activities, whose specialists were called up for military service as part of a partial mobilization, can continue to work with a minimum number of employees with the subsequent provision of the necessary staff.
- postponing the deadline for paying taxes, submitting declarations and other reports, as well as suspending tax audits in relation to mobilized entrepreneurs.
- provides for the provision of a deferment on payments for the lease of state property to entrepreneurs called up as part of partial mobilization.
- for recipients of grants, the terms of project implementation have been extended and penalties have been eliminated; for recipients of microloans, the fulfillment of obligations under microloans will be suspended for the duration of the borrower's mobilization.
The minister also spoke about the support measures taken at the republican level:
- prolongation of the microloan agreement with the suspension of the fulfillment of obligations to repay the debt for individual entrepreneurs and self-employed citizens
- suspension of the accrual of fines for late submission of a report on the intended use of the funds received for mobilized entrepreneurs (calculation of penalties, fines under loan agreements, loan agreements, microloans)
- carrying out restructuring of loans under the guarantee of the Guarantee Fund of the Republic of Tatarstan with the provision of a grace period for payment of commission up to 3 years, at 0.5% per annum.
In addition, the Ministry of Land and Property Relations of the Republic of Tatarstan has prepared a draft resolution of the Cabinet of Ministers of the Republic of Tatarstan, which provides for a deferral of payments for renting republican property to entrepreneurs called up for service as part of partial mobilization.
“The current situation requires well-coordinated and coordinated work of authorities at all levels to promptly resolve emerging issues and inform about support measures in conditions of partial mobilization,” Midkhat Shagiakhmetov emphasized.
