From October 1, it will be easier to file a complaint about violation of the moratorium on business inspections

Until the end of 2022, Russia has a moratorium on business inspections for all enterprises, three years for IT enterprises. Starting October 1, 2022, the complaint process has been simplified. Now the appeal can be signed on the public services portal with a simple electronic signature. Previously, legal entities had to use an enhanced qualified electronic signature.

If an unscheduled inspection has come to an entrepreneur, he can file a complaint about a violation of the moratorium through the portal of public services of the Russian Federation, through the section of the regional portal of public services: “Protection of business”, write an appeal to the Ministry of Economic Development of Russia at the email address: proverki.net@economy.gov.ru, through "Service 360°".

Thanks to the moratorium, the number of inspections conducted by the republican control bodies, as of September 1, 2022, compared to the same period in 2021, decreased by 11 times. To date, 142 inspections have been carried out, last year 1,553 inspections were carried out during this period.

This year, after the cancellation of scheduled inspections, many control bodies have provided for preventive visits instead.

Conducting unscheduled inspections is allowed only in exceptional cases, upon agreement with the prosecutor's office.

Unscheduled inspections without the consent of the prosecutor's office can only be carried out by housing inspectorates, on behalf of the President of the Russian Federation, the Government of the Russian Federation, at the request of the prosecutor.

Inspections remained only for hazardous and socially significant facilities, sanitary and fire requirements.

On a monthly basis, the Ministry of Economy of the Republic of Tatarstan analyzes the effectiveness of preventive visits by control bodies. Ministry officials are interviewing entrepreneurs. According to the results of the introduced moratorium, the Ministry of Economy receives positive feedback from entrepreneurs through feedback.
