SEZ of Tatarstan became leaders in the evaluation of the effectiveness of the Ministry of Economic Development of the Russian Federation

The Ministry of Economic Development of the Russian Federation sent a report on the results of the work of special economic zones for 2021 to the Government of the Russian Federation.

Such an analysis is carried out by the Ministry of Economic Development annually in accordance with the rules for evaluating the effectiveness of the functioning of the SEZ, approved by the Decree of the Government of Russia.

According to the results of the assessment, the leaders in terms of efficiency for 2021 were industrial and production zones in the Republic of Tatarstan (100%), in Lipetsk (97.7%) and Tula, Moscow (Stupino Quadrat), Kaluga regions (96.7%).

Among the technology-innovative SEZs, the leaders in terms of efficiency in 2021 were sites in the Republic of Tatarstan (100%), in the Moscow Region (Dubna, Istok 100%), Moscow (100%), St. Petersburg (95.1 %).

Among SEZs of the tourist-recreational type, sites in the Altai Territory (97%), in the Karachay-Cherekess Republic (95.3%), and in the Tver Region (92.8%) are recognized as leaders in terms of efficiency.

There are only two port SEZs - in the Ulyanovsk region (96.7%) and in the Astrakhan region (19.4%).

SEZ Technopolis Moscow, SEZ Alabuga and SEZ Innopolis became the leaders among Russian SEZs in terms of the number of new jobs created by residents and the management company - 1350, 1267 and 1150, respectively.

The leaders among the SEZs in terms of the volume of investments made were Technopolis Moscow (28.4 billion rubles), Kaluga (20.2 billion rubles) and Innopolis (16.2 billion rubles).

In terms of the volume of taxes paid to the budgetary systems of Russia, the leading SEZs are St. Petersburg (16.2 billion rubles), Alabuga (11.3 billion rubles) and Technopolis Moscow (6.9 billion rubles).

The effectiveness of the SEZ functioning was assessed using twenty-five absolute and relative quantitative indicators, as well as six calculated efficiency indicators. The activities of residents, the profitability of investing funds from the federal and regional budgets in the creation of infrastructure, the activities of government bodies and other parameters were taken into account.

“Two special economic zones Innopolis and Alabuga are successfully operating in the Republic of Tatarstan. They occupy a leading position according to the results of the assessment of the effectiveness of the SEZ, conducted annually by the Ministry of Economic Development of Russia, and the National rating of the investment attractiveness of the special economic zones of Russia. During their successful operation, preferential territories have made a significant contribution to the economy of the republic: over 213 billion rubles have been attracted. private investment, created about 16 thousand jobs, generated 770.5 billion rubles. proceeds,” said the Minister of the Republic of Tatarstan Midkhat Shagiakhmetov.

“The report on the results of the functioning of special economic zones is an important factor in monitoring the effectiveness of special economic zones, the indicators they achieve, incl. to attract residents and achieve both social indicators in the form of job creation and economic indicators in the form of investments attracted and taxes paid. If we talk about the results, then, perhaps, it should be noted that in 2021, special economic zones from such regions as the Republic of Tatarstan, the Lipetsk Region, the Kaluga Region, Moscow, the Moscow Region, the Ulyanovsk Region, etc., which already have a positive history in the market, with a developed infrastructure and strong teams. These same special economic zones occupy the top lines in the rating of the national rating of investment attractiveness of the SEZ. Thus, in general, we can talk about the high efficiency of these zones and the development strategy they have chosen,” said Andrey Shpilenko, director of the Association of Clusters, Technoparks and SEZs of Russia.
