Tatarstan introduced a unified mechanism of initiative budgeting

The Ministry of Economy of the Republic of Tatarstan recalls that in accordance with the new legislation, a new form of participation of the population in the implementation of local self-government has been introduced in the republic. Initiative or “people's” budgeting is a form of direct participation of residents in solving local issues. Residents get the opportunity to submit their own projects to the local administration and participate in their implementation. A single mechanism has been created for the participation of citizens in solving urban issues.

In 2021, Federal Law No. 236-FZ of July 20, 2020 “On Amendments to the Federal Law “On the General Principles of Organizing Local Self-Government in the Russian Federation” came into force.

In accordance with changes in federal legislation, on December 26, 2020, amendments were made to the Law of the Republic of Tatarstan dated July 28, 2004 No. 45-ZRT “On Local Self-Government in the Republic of Tatarstan”, regarding the implementation of initiative projects, and a resolution of the Cabinet of Ministers of the Republic of Tatarstan dated July 05, 2004 was adopted. 2021 No. 545, approving the Procedure for conducting a competitive selection in the Republic of Tatarstan of initiative projects put forward to receive financial support from interbudgetary transfers from the budget of the Republic of Tatarstan, as well as the Regulations on the competition commission for consideration of such initiative projects and its composition.
