Midkhat Shagiakhmetov made a presentation at the strategic session on the socio-economic development of agglomerations

Today, the strategic session "Problems and Prospects of Social and Economic Development of the Agglomerations of the Republic of Tatarstan" was held at the House of the Government of the Republic of Tatarstan. The event was attended by Chairman of the Accounts Chamber of the Russian Federation Alexei Kudrin, President of the Republic of Tatarstan Rustam Minnikhanov, Prime Minister of the Republic of Tatarstan Alexei Pesoshin, Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov, representatives of ministries and departments of the republic, Russian scientists and experts.

As Rustam Minnikhanov noted during the session, today the agglomerations of large cities of Tatarstan are points of growth for the region's economy, but their development requires a modern legal framework, mechanisms for attracting financial resources to infrastructure.

The President of Tatarstan noted that infrastructure loans can solve the problem of agglomeration development today. “Our first two applications are the Laishevsky and Zelenodolsky bushes, we have begun to develop these territories. The next stage is the Kama agglomeration, Tukaevsky district,” he specified.

Recall that the Republic of Tatarstan was one of the first regions to develop a strategy for the further development of the region. Federal and republican experts took part in the development of the Strategy-2030 of the Republic of Tatarstan. The priority tasks of the Strategy are the formation and accumulation of human capital, the creation of a comfortable space for its development, the creation of public institutions in which human capital would be in demand by the economy and could function successfully. When developing the Strategy-2030 (Strategy for the socio-economic development of the Republic of Tatarstan until 2030), the development of agglomerations as the main points of growth in the development of the economy is envisaged.

The Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov in his report said that now three agglomerations have been identified in the republic - Kazan, Kama and Almetyevsk. They are home to 3 million people or 77% of the population of Tatarstan, the share of agglomerations in the GRP of the republic exceeds 80%. During the meeting, he proposed measures for the development of agglomerations. In particular, one of the priority areas may be the reform of federal legislation, including in terms of urban planning legislation and the creation of mechanisms for financing the development of agglomerations; redistribution of powers in the field of urban planning in the Republic of Tatarstan, the creation of an institution that will deal with issues of spatial development of the republic.

Alexei Kudrin, in his speech, suggested creating several large agglomerations in Russia that could compete with Moscow and meet the international level. According to the head of the Accounts Chamber, Tatarstan may become part of the agglomeration in the Volga region.
