Midhat Shagiakhmetov spoke about new financial opportunities for entrepreneurs of Tatarstan

Today, a meeting was held in the Government House with the participation of the President of the Republic of Tatarstan Rustam Minnikhanov via videoconference. Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of Tatarstan Midhat Shagiakhmetov made a report on measures to support SMEs and SONKO in the context of an increase in the incidence of coronavirus infection. 

In his speech, Midhat Shagiakhmetov elaborated on new measures of support for business - these are grants in the amount of one minimum wage and the resumption of the PHOT 3.0 program aimed at helping SMEs and socially oriented non-commercial organizations (SONCO). 

Currently, 2858 applications have been received from Tatarstan entrepreneurs for grants in the amount of the minimum wage (12.792 rubles). There are about 25.4 thousand businessmen in the republic who can apply for grants in connection with the introduction of non-working days in Russia. 

"We receive a lot of appeals from SMEs in the field of catering, hotel business, fitness centers, transport organizations. These OKVED are included in the list of industries that can apply for these grants," the minister said.

According to the program, the Government of the Russian Federation has allocated 38 billion rubles for the payment of grants, entrepreneurs from affected industries can participate in this program for 21 types of activity. Entrepreneurs can independently check the possibility of obtaining a grant by TIN on the website of the Federal Tax Service. To receive a grant by December 15, one must submit an application to the Federal Tax Service.

Midhat Shagiakhmetov also said that a program of preferential lending "FOT 3.0" is provided to support entrepreneurs. Currently, 656 applications have been received in the amount of 2.27 billion rubles. As of November 3, 17 loans were issued in the amount of 146 million rubles.

He recalled that the loan amount is calculated as 1 minimum wage (12 thousand 792 rubles) for each employee multiplied by 12 months. Preferential loans are provided on condition that at least 90% of the number of employees is retained. The loan can be obtained for 1.5 years, in the first six months you can not pay anything - no interest, no principal, after 12 months to repay the loan at 3%. 

8.6 thousand enterprises and organizations of the republic are potential recipients of support under the FOT 3.0 program. 

22 billion rubles have been allocated for the implementation of the preferential loan of FOT 3.0. The program includes 17 types of activities. Applications are accepted in 15 banks represented in Tatarstan. Acceptance of applications for a loan will last until December 30 of this year.

"Municipalities need to work out the possibility of participating in the PHOT 3.0 program with all potential participants and provide them with support at all stages of receiving support measures," the minister said.

He also recalled that the Bank of Russia recommended creditors to restructure previously issued loans and microloans to small and medium-sized businesses, as well as the self-employed. 

On behalf of the President of the Republic of Tatarstan, R. N. Minnikhanov, the Ministry of Economy of the Republic of Tatarstan developed republican support measures in the shortest possible time aimed at the categories of business not covered by federal support – "One percent microloan". Applications are accepted by the Entrepreneurship Support Fund subordinate to the Ministry of Economy of the Republic of Tatarstan until December 30. 

"The measure of support can be used mainly by trade enterprises, for which we record the majority of appeals, as well as individual entrepreneurs without hired employees who cannot receive the FOT 3.0," the minister said. 

Also, guarantees of the Guarantee Fund under the "Support 2021" program are available for entrepreneurs.
