Deputy Prime Minister of the Republic of Tatarstan-Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov held a traditional meeting of the working group on the implementation of the Action Plan to ensure the sustainable development of the region's economy this week. The agenda of the meeting includes issues related to the progress of work on providing benefits to residents of industrial parks and agricultural producers during unfavorable meteorological conditions on the territory of the republic.
One of the main topics on the agenda of the meeting was the issue of increasing the efficiency of industrial parks in the municipal districts of Tatarstan, increasing their utilization by attracting new residents and, as a result, creating additional jobs in rural areas.
This year, in order to increase efficiency and equalize competitive opportunities between parks located in rural areas and large cities where business activity is significantly higher, create and modernize jobs, form alternative types of employment in districts and reduce the pendulum migration of the population from rural areas, a concept was developed to increase the efficiency of industrial parks located in municipal districts of the republic. The concept was approved by the President of the Republic of Tatarstan, R. N. Minnikhanov. A number of legislative initiatives have also been adopted within the framework of the concept.
In particular, for entrepreneurs of industrial parks, tax rates on the USN have been reduced, full exemption from payment of transport tax and corporate property tax is provided. In addition, according to the concept, residents and management companies of parks can count on a package of support measures, including: subsidizing the interest rate on loans, providing preferential microloans and loans up to 30 million rubles and subsidizing part of the electricity costs.
In order to take advantage of these benefits, an entrepreneur must conclude an agreement on the implementation of activities on the territory of an industrial park with the Ministry of Economy of the Republic of Tatarstan. At the same time, the park itself must be located in one of the municipal districts of the republic, with the exception of Kazan and Naberezhnye Chelny. The selection criterion is the occupancy rate of the industrial park – below 70%, the applicant must pay taxes to the budget of Tatarstan and be an SME entity at the date of application submission, and the park itself must have the appropriate accreditation of the Ministry of Economy of the Republic of Tatarstan.
The Ministry, in turn, carried out work on the assessment of all 105 infrastructure facilities created in the republic and identifying those that meet the conditions for implementing the concept of industrial parks. At the moment, 61 parks fall under the selection criteria, 4 of them are already accredited, 11 more have submitted applications. At the same time, the Ministry of Economy, together with municipalities, is constantly working to provide targeted information to businesses about existing measures, as well as support in processing applications for accreditation.
During the meeting, the Minister of Economy reminded the heads of municipal districts of the need, together with management companies, to ensure the submission of applications for accreditation by all parks with low occupancy by August 15 of this year. He also recalled that this year changes were made to the procedure for accreditation, uniformity of terms was established, requirements for industrial parks were simplified, the validity period of accreditation was increased from 1 year to 5 years.
The reports of the Alkeevsky, Mamadysh, Agryz, Alekseevsky, Yutazinsky, Bugulminsky, Zelenodolsk, Novosheshminsky, Almetyevsky districts on the results of work on bringing information about the need for accreditation to residents and management companies of industrial parks were heard at the meeting.
Another issue on the agenda of the working group was the situation with the drought. We remind that due to unfavorable weather conditions, an emergency regime has been introduced in municipal districts. During the meeting, the current situation in the agro-industrial complex of the Atninsky, Almetyevsky, Yutazinsky, Sabinsky districts was considered. They also discussed measures to support businesses affected by the drought.
The specialists of the Ministry of Economy spoke in detail about the state support measures provided for farmers. These are guarantees of the Guarantee Fund under the Ministry's jurisdiction for the product "Entrepreneurship in Rural Areas" – this year, thanks to the implementation of the program, agricultural enterprises have already been able to attract more than 1.7 billion rubles of debt financing. In addition, the Entrepreneurship Support Fund of the Republic of Tatarstan provides agricultural producers with the opportunity to extend existing microloans for up to 5 years and receive a new microcredit product "Drought" at 4.5% per annum for a period of 24 months.
Also, the Ministry of Economy, together with the Ministry of Agriculture of Tatarstan, is constantly working with commercial banks in terms of providing agricultural enterprises with the opportunity to restructure and prolong existing loans.
