Residents of industrial parks created more than 4.000 jobs in 2021
In the Republic of Tatarstan, the number of jobs created by residents of industrial parks has increased by 4170 units since the beginning of this year and amounted to 38.626.
Tatarstan is one of the leaders in the number of effectively operating industrial infrastructure facilities and actively participates in the implementation of measures to support them. Thus, since 2004, industrial parks and industrial sites have been created and dynamically developing in the republic. Today, there are 105 infrastructure facilities on the territory of the republic. In 2021, there is an increase in the number of residents of industrial parks by 10 units, their total number has reached 1526 units.
It is worth noting that out of 105 industrial parks operating in the republic, only 18 were allocated with the participation of budget funds for a total of 6.4 billion rubles, while the volume of tax payments of infrastructure facilities with state participation to all levels of budgets and extra-budgetary funds only for 2020 amounted to 19.1 billion rubles, which in turn showed the effectiveness of the funds invested in the creation of parks. Now the construction of new infrastructure facilities is carried out at the expense of private investment.
Despite the private initiative, in order to increase the efficiency of infrastructure sites and equalize competitive opportunities between parks located in rural areas and large cities where business activity is significantly higher, create and modernize jobs, form alternative types of employment in districts and reduce the outflow of population from rural areas, a concept was developed to increase the efficiency of industrial parks located in municipal districts of the republic. The concept was approved by the President of the Republic of TatarstanR. N. Minnikhanov.
Within the framework of this concept, a number of legislative initiatives were adopted that allow small and medium-sized businesses to take advantage of tax benefits:
- Reduced tax rates for the "Income" Simplified Tax System – 1%, for the "Income-Expenses" Simplified Tax System – 5%,
- Full exemption from payment of transport tax and corporate property tax.
In addition, according to the concept, residents and management companies of industrial parks can count on a package of support measures, including:
- Subsidizing the interest rate on loans
- Provision of a Construction loan for the creation, modernization and (or) reconstruction of industrial buildings, municipal and road infrastructure facilities up to 30 million rubles at 5% for a period of up to 5 years
- Microloans at 4.5 % per annum
- Subsidizing part of the electricity costs.
In order to take advantage of these benefits, an entrepreneur must conclude an agreement on the implementation of activities on the territory of an industrial park with the Ministry of Economy of the Republic of Tatarstan. At the same time, the industrial park should be located in one of the municipal districts of the republic, with the exception of Kazan and Naberezhnye Chelny. The selection criterion is the occupancy rate of the industrial park – below 70%, the resident must pay taxes to the budget of Tatarstan and be an SME entity at the date of application submission, and the park itself must have the appropriate accreditation of the Ministry of Economy of the Republic of Tatarstan.
