Dinar Shakirov: The established mechanism of state support for entrepreneurial initiatives forms the investment climate of the region

A round table on the topic "Innovations: Anti-crisis development strategy" was held in Khimgrad technopolis. Deputy Minister of Economy of the Republic of Tatarstan Dinar Shakirov made a report on measures to support innovative entrepreneurship and improve the business climate in Tatarstan.

Shakirov began his report with measures to support innovative business implemented by the Ministry of Economy of the Republic of Tatarstan. The Deputy Minister noted that in order to support Republican developers, the Ministry of Economy actively cooperates with the Innovation Assistance Fund, which, in turn, implements a wide range of support programs that promote the development of technology companies and address issues of commercialization of innovations.

The history of the republic's interaction with the Foundation started in 2016. During this time, constant constructive interaction was built, which has a fruitful effect on supporting the initiatives of Republican innovators. Shakirov also noted the positive dynamics of Tatarstan projects financed by the Fund in the last year. By the end of 2020, 119 projects worth more than 720 million rubles were supported.

In particular, 29 projects worth 498 million rubles were supported under the Commercialization program, which focuses on financial support for small innovative enterprises that have completed the stage of scientific research and experimental development.

Under the Development program, 4 projects for the amount of 63.5 million rubles were supported. The program is aimed at financing the implementation of scientific research and experimental development projects as part of the implementation of innovative projects.

Following the results of participation in competitions for the START support programs, 37 projects from Tatarstan for a total of 111 million rubles were approved. The "Start" program is focused on creating new and supporting existing small innovative enterprises that are at the initial stage of development.

As part of the participation in the competitions under the "Innoshkolnik" program, 3 applications were submitted, of which all 3 applications for the amount of 5.74 million rubles were approved. According to the contest "Society-CT", 1 project was supported in the amount of 20 million rubles.

Last year, the youth of the republic demonstrated high results by taking an active part in "UMNIK" competition under the program for supporting young scientists from 18 to 30 years old. 45 participants resulted to be winners.  For the implementation of their first projects, they received grants in the amount of 500 thousand rubles for a period of 2 years.

In conclusion, the Deputy Minister noted that in general, the Republic of Tatarstan is traditionally among the leading regions in terms of the number of supported projects. For example, in the rating of regions for 2020, the Republic of Tatarstan took the 3rd place in terms of the volume and number of supported applications, ceding only to Moscow and St. Petersburg.

In addition, Shakirov urged those present to actively use the mechanisms and support measures implemented by the Fund, focusing on numerous positive examples when the Fund gave the green light to the development of technology companies.

"The Ministry of Economy will always support such initiatives and, for its part, will provide all possible assistance to projects from the Republic of Tatarstan. It is in our interest that as many small businesses as possible benefited from both regional and federal support measures. Because the established mechanism of state support for entrepreneurial initiatives largely forms the investment climate of the region, " said Dinar Shakirov.
