The Ministry of Economy discussed the implementation of control and supervisory activities in the Republic of Tatarstan within the framework of the state control reform

Issues of further control and supervisory activities reform implementation in the Republic of Tatarstan were discussed in the Ministry of Economy of the Republic of Tatarstan. The event was held via video conference as part of the "round table" on the topic of "Measures to implement the reform of control and supervisory activities in the Republic of Tatarstan, including the introduction of the "regulatory guillotine" mechanism; changes in legislative regulation in the field of control and supervisory activities".

The event was attended by Alexander Vdovin, Director of Department of state policy in the field of licensing, control and supervisory activities, accreditation and self-regulation of the Ministry of Economic development of Russia; Ayrat Shamsiyev, Deputy Economy Minister of the Republic of Tatarstan and the representatives of the regulatory bodies of the Republic of Tatarstan.

The main legislative innovations in the field of control and supervisory activities were announced in his report by Alexander Vdovin (the presentation can be found at the following link). It was noted that the reform of control and supervisory activities is focused on the priority of preventive measures in relation to control and supervisory activities. Thus, the new regulation provides for 8 new verification activities (self-examination, preventive visit, fair practice stimulus measures, etc.); in terms of control and supervisory activities, such activities as monitoring the purchase, test purchase, inspection visit, raiding examination, sampling that allow a 1-day period to review and assess compliance with mandatory requirements.

Alexey Vdovin also noted that in December 2020, in the 1st reading the State Duma of Russia passed "Sputnik" draft law, which provides for amendments to 108 sectoral laws, in the part of setting out the subject of control and supervision at each of its levels (federal, regional and municipal). For some types of control and supervision, specific features will be established, for example, preventive and control (supervisory) measures.

Ayrat Shamsiyev made a report on work organization to implement in 2020 the measures provided for in the "road map" for the regulation of control and supervisory activities approved in the Republic. In his report Ayrat Shamsiyev reminded about the "Proven Business" information resource, which allows to promptly inform the business about the current requirements of the legislation. He noted that since 2016, the Consolidated List of Mandatory Requirements for legal entities and individual entrepreneurs in conducting control and supervisory activities, posted on the website of the Ministry of Economy of the Republic of Tatarstan, is updated.

The participants also discussed problematic issues related to changes in the legislative regulation in the field of control and supervisory activities.
