The Ministry of Economy of Tatarstan has developed a package of preferential measures to support SMEs

Along with federal measures implemented on the territory of the Republic, the Ministry of Economy of Tatarstan has developed a package of preferential support mechanisms for SMEs of industries not previously covered by federal and republican measures and not included in the list of the most affected sectors. Support will be provided, first of all, to entrepreneurs engaged in the real sector of the economy and will be launched from April 27.

To implement the package of financial measures developed by the Ministry of Economy of Tatarstan together with its subordinate structures, it is planned to allocate about 1.3 billion rubles from the federal and republican budgets.

The Entrepreneurship Support Fund will provide SMEs of the Republic with financial assistance in the form of a microloan at 1%. The loan amount will be from 100 thousand to 2 million rubles for a period of up to 2 years. The preferential rate will be valid for the first 6 months, after which the rate will be increased, depending on the further economic situation. For those entrepreneurs who will ensure that employment remains at least 90% of the number relative to March 2020, the interest rate for the remaining period will be half the key rate of the Central Bank of the Russian Federation, in other cases - in the amount of the key rate of the Central Bank of the Russian Federation at the date of conclusion of the contract. The lending mechanism also provides for the possibility of deferring the payment of principal debt for up to 6 months. The main criterion for the provision of a microloan will be a decrease in revenue by 30% compared to the average monthly revenue of 2019.

For the safety of entrepreneurs and to prevent the spread of a new coronavirus infection, access to financial support measures has been simplified through the FASTTRACK portal developed by the Ministry of Economy of the Republic of Tatarstan. Through the portal, starting from April 27, one can apply for a preferential microloan at 1%. For advice on all existing support measures, entrepreneurs can call: 8 (843) 524-90-90.

The Guarantee Fund of Tatarstan will provide guarantees for small and medium enterprises that do not have sufficient collateral for borrowing funds. The amount of the guarantee stipulated by the package of measures is up to 30 million rubles, while its share should not exceed 50% of the amount of financing. To pay the commission for the first 6 months of using the guarantee, a delay will be granted. The Guarantee Fund is also restructuring its portfolio of guarantees for small and medium-sized businesses.

In turn, the Unified Credit Center, created on the basis of the Guarantee Fund of the Republic, will assist in attracting loan financing. You can use the services of the Center for free.

The center for implementation of support and development programs for small and medium-sized enterprises plans to subsidize the interest rate in the amount of the key rate of the Central Bank of the Russian Federation on existing loans of SMEs. The program is aimed at exempting entrepreneurs from the interest burden on loans paid from April 1 to September 30, 2020. The maximum subsidy per recipient is 1.5 million rubles.

The Center also plans to subsidize the costs of entrepreneurs engaged in the food and beverage segment to pay for food delivery services for 2 months, if restrictive measures remain, the program will be prolonged. The measure is aimed at maintaining efficiency and employment in this segment and, due to the pandemic, the need to organize the delivery of ready meals, convenience foods and food products with minimal business costs.
