Tatarstan is a leader in terms of intellectual activity. Material, labor and power savings increase year on year

Over the past years, the Republic of Tatarstan is consistently ranked as one of the most attractive regions for investment. It is achieved by a high potential and a favorable investment climate. For the third consecutive year, Tatarstan holds the 1st place among the regions of the Association of Innovative Regions of Russia and the 3rd place in the Russian Federation in the rating of innovative development of federal subjects of Russia. It was announced today by the Deputy Minister of Economy of the Republic of Tatarstan Bulat Khaziakhmetov at the VII Regional Scientific and Practical Conference "Formation and Development of Intellectual Property Market in the Region: Evaluation of Professional Risks for Intellectual Property Market Participants and Their Compensation". He talked about the prospects for creating conditions for the development of intellectual potential of enterprises of the Republic of Tatarstan.

"Today in Tatarstan the main efforts are aimed at identification of new opportunities for growth, the formation of progressive models of more intensive use of the existing resources. And the key to success here is the availability of a development strategy providing for continuous implementation of innovations in the production and introducing innovative products to the market", - Khaziakhmetov emphasized. To this end, the Republic of Tatarstan adopted a fundamental state planning document, which determines the main directions of the region's long-term development: Strategy of Social and Economic Development of the Republic of Tatarstan till 2030. Its main goal is to form a knowledge-based innovative economy.

The document pay much attention to the cooperation of science, education, business and government.

As part of the work, performed to implement initiatives outlined in the Strategy 2030, the Republic of Tatarstan, as a region implementing innovative developments and supporting innovation process, is actively working to develop intellectual property market. This work includes:

 Cooperation with Rospatent to monitor the patent activity of enterprises and organizations of the republic;

Implementation of the subprogram "Developing intellectual property market of the Republic of Tatarstan in 2016-2020" of the state program "Economic development and innovative economy of the Republic of Tatarstan in 2014-2020";

Monitoring performance of the republican enterprises for working with intangible assets;

Conducting events in the field of intellectual property.

According to Rospatent, the republic consistently holds the leading positions in the Russian Federation by the number of submitted applications for industrial property objects.

Industrial enterprises are marked by a focus shift in the innovation process from quantitative indicators towards increasing the efficiency of developments and ensuring their internal communication. Over 17 thousand people were engaged in the innovative process in 2017. Over 34 thousand improvement ideas were introduced in the production. The major share of the improvement ideas has been implemented by PJSC Tatneft. 25 thousand improvement ideas were implemented by the company in 2017.

Material, labor and power saving resulting from the intellectual activity amounted RUR 24.7 billion, which is 17.3% more compared to the previous year.

The need for development of the intellectual property market was emphasized by the President of the Russian Federation Vladimir Putin in his annual Address to the Federal Assembly. Quote: "We must build a favorable environment for startups, for rapid practical implementation of new developments. It is about convenient infrastructure, comfortable tax regimes, protection of intellectual property, technical regulation and venture financing". According to him, implementation of measures aimed at stimulating transition to the active commercialization of the intellectual activity results and to the large-scale creation of new products and services based on technologies that meet the big challenges should become one of the top priorities.
