Development and support of single-industry towns were discussed today in Naberezhnye Chelny
A press conference was organized today as part of the forum "Academy for the Development of Single-Industry Towns" in Naberezhnye Chelny. Deputy Chairman of Vnesheconombank, Head of the priority project for the development of single-industry towns Irina Makieva told about lowering the threshold for becoming a resident company of TOSER (Territory of Advanced Socio-Economic Development). "In order to lower the threshold, it is necessary to apply to the Ministry of Economic Development of Russia and prepare an application, and then technical changes will be made", - she emphasized. Irina Makieva noted that Naberezhnye Chelny is a large town, that's why initially it set a slightly higher threshold for itself.
CEO of the Fund for the Development of Single-industry Towns Ilya Krivogov spoke about the features of such territories. According to him, single-industry towns shall have specific set of tools. For large towns, there are major projects. "At the same time, we shouldn't forget about small-sized enterprises. For some towns, it is only small-sized enterprises, for example, tourism or production. Specific set of tools, but approaches should be the same. For this reason, we have taught all teams the principles of working with investors: how to find resources, establish contacts between the region, government and business. Tool should be selected and professionally managed", - Ilya Krivogov reported.
First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin expressed gratitude to the Head of the Fund for support of the single-industry towns of Tatarstan. He noted that presentation of attractiveness of single-industry towns, labor resources, structures and attraction of investors is not an easy task, therefore it requires special support.
"Now, we are working on a set of additional measures to stimulate entrepreneurial activity in single-industry towns", - the Minister of Economy of Tatarstan Farid Abdulganiev reported. - It includes support of regions to reduce the administrative burden, various educational programs, reduction or subsidization of interest rate on loans. As noted the minister, a new economic product, an interest-free loan for small and medium-sized enterprises operating in industrial areas is being prepared by the Ministries of Finance and Justice. A new product, an industrial mortgage project is planned to be implemented in Russia.
The town's mayor Nail Magdeev told about the progress in implementing the single-industry town development project in Motor-City. "The lowest unemployment rate across the republic for the last 17 years was recorded in Naberezhnye Chelny. New jobs were created, new investors from Russia and abroad came to our city", - he noted. According to the mayor, thanks to the use of modern tools (Fund for the Development of Single-Industry Towns, Industrial Development Fund, Industry Development Fund, SME Corporation) and a training program of Skolkovo for the officials of single-industry towns, new opportunities opened up for the town.
