Tatarstan is again in the TOP 3 in the National rating of investment climate in subjects of Russia
Tyumen Oblast, Moscow and Tatarstan has topped the National rating of investment climate in regions of Russia. The main indicators that allowed Tatarstan to stay in the TOP 3 were a fast and a simple procedure for registration of enterprises and property rights. The multipurpose centers (MPC) provided for increase in the ways of accepting documents for registration services. Satisfaction with the quality of service is constantly increasing. By the end of 2017, the multipurpose centers have rendered 98.6% of all services associated with state registration of real estate rights. This figure is significantly higher than the Russian average.
Tatarstan is also positively marked by the efficiency of procedures for issuing a building license. Rules of land use and development of all municipalities and settlements of the republic have been developed by now. Portal for state and municipal services of the Republic of Tatarstan makes it possible to apply electronically for a building license in Kazan. It greatly simplifies this procedure for entrepreneurs.
Reduction of administrative pressure on business was the most important and significant indicator for Tatarstan. A separate emphasis was made on expanding the knowledge of entrepreneurs on issues of interaction with supervisory authorities. For these purposes, Tatarstan has launched the Verified business portal. It is the first regional Internet resource about inspections of small enterprises. The portal was created to support the reformation of supervision and control activities in Russia. It contains reminders about approximately 300 typical violations (287) exposed by regulatory and supervisory authorities in the republic (27 authorities). The resource is in demand also outside the republic, about 2/3 of all website sessions are from other regions of the country.
In addition, a possibility of a quick transition to the existing platforms associated with inspections is implemented on the provbiz.ru. These platforms are:
- A single register of inspections of the Prosecutor General's Office of the Russian Federation;
- Real-life situations of the Business navigator of the Corporation for Small and Medium-Sized Enterprises;
- Tax Service;
- and other platforms and services of supervisory authorities.
Particular attention was paid to the reformation of supervision and control activities. It should be noted that inspection plans for 2018 were formed based on the risk-oriented approach;
- methodical work is carried on the target model "Procedure for supervision and control activities in subjects of the Russian Federation".

The National rating of investment climate evaluates efforts of the regional authorities to create favorable conditions for running a business and determines the best practices, and its results stimulate competition in the struggle for investment on the regional level.
The National rating was piloted in 2014 in 21 subjects of the Russian Federation. The first full-scale rating was conducted in 2015. The work of regional teams involved in creation of comfortable conditions for business was assessed in 76 subjects of the Russian Federation. In 2016, the survey covered all 85 regions of Russia. Four of them, the Nenets Autonomous Okrug, the Chukotka Autonomous Okrug, the Republic of Crimea and Sevastopol, were rated outside the rating. In 2017, all regions of Russia took part in the rating on general terms. According to the rating results, 51 regions showed a general increase in the integral indicator compared to the previous year.
