A regular meeting of the Board of Directors of Tatneftekhiminvest-Holding JSC with participation of the President of the Republic of Tatarstan Rustam Minnikhanov was held on May 21, 2018 in the Cabinet of Ministers of the Republic of Tatarstan.

Minister of Economy of the Republic of Tatarstan Farid Abdulganiev took part in the meeting of the Board of Directors of Tatneftekhiminvest-Holding JSC.

In 2017, 35.7 million tons of oil were produced in Tatarstan and 16 million tons were refined. 1 million 700 thousand tons of plastics, 710 thousand tons of rubber, 217 thousand tons of detergents, 14 million tires were produced. It was reported today at the annual meeting of shareholders of Tatneftekhiminvest-Holding JSC by the Director General Rafinat Yarullin.

Naphta isomerization and hydrotreatment units were constructed at the TANECO refinery. SKI-3 expanded its rubber production capacity, Nijnekamskneftekhim started production of formaldehyde. Production of Danaflex new flexible packing materials and TAT-Advenira nanicomposite coatings started. TAIF-NK completed the reconstruction of the local sewage treatment plant.

In 2019, TANECO is planning to launch a pilot unit for hydroconversion of heavy oil residues with a capacity of 50 thousand tons of tar. The catalyst agent was successfully tested on the Lummus Global reactors.

Oil, straight-run gasoline and ethane production plan for 2017 completely achieved. Polyethylene and polystyrene supply for procesors increased. Enterprises have to purchase on the general terms some types of plastics, absorbents, glycols and neonols through the electronic trading platform.

As part of the intra-republican cooperation, the issue of supply of rubber for the needs of the tire complex needs an urgent solution, there were supply failures in April of this year, the reported said.

High costs, lack of funding and a difficult access to markets restrict the development of the processing of chemical products. Facilities producing polymer pipes, windows, container and package, plastics for construction closed in Tatarstan in 2017. Additional means of support for small and medium-sized enterprises are required, Rafinat Yarullin said.

A number of innovative technologies for enterprises of fuel and energy complex of Tatarstan were presented at the meeting of the Board of Directors of Tatneftekhiminvest-Holding JSC.

For example, Deputy General Director for Science and Production of Federal State Unitary Enterprise "Russian Science Center "Applied Chemistry" (St. Petersburg) Natalia Zubritskaya presented new developments for production of amines (used in construction and textile industry) and choline chloride (vitamin B).

The center consists of a research institute, a design institute, a pilot plant and a branch in Perm. These enterprises are involved in the supply of chemicals for military vehicles, production chemical compounds for security systems, waste processing, gas emissions, water treatment; medicine, medical supplies, etc.

The possibility of pyrolysis of domestic waste, mentioned in the report, was of special interest for Rustam Minnikhanov. He instructed to work out this issue.

Proposals for organizing a direct cooperation between the largest customers of Tatarstan and producers in the oil and gas industry were expressed by AIMA Project Manager Ibrahim Paskachev.

AIMA is a service company established to provide services to foreign suppliers and ease their access to the procurement in the Russian Federation at the tender and contract execution stages. The company, in particular, is engaged in legal, customs, logistics support of companies. This project was created by the largest Russian independent electronic trading platform TEK-Torg CJSC. TEK-Torg is the subsidiary company of the Saint Petersburg International Mercantile Exchange (SPBMTSB).

Rustam Minnikhanov expressed interest in the special services for oil and energy complex. At the same time, according to him, "it is necessary to build proper procurement and obligation systems", and noted that Tatneft has a lot of experience in this field. The company contracts its orders to the Russian companies as much as possible, while at the beginning worked with foreign companies. Now the second TANECO refinery is under construction, there are uniques projects by Nijnekamskneftekhim, Kazanorgsintez", the President of Tatarstan set the scale of tasks.

Director General of Angara Service Stanislav Betser told about the cleaning of equipment at the Russian refineries using an indispensable active-selective composition AlfaPerox.

Environment friendly composition allows to clean refinery plants and other equipment. For instance, within one quarter the TANECO refinery got RUR 15 million of additional revenue for cleaning one heat exchanger. For comparison, a new heat exchanger costs about € 270 thousand. The solution by Angara was effectively used at the Moscow and Nizhny Novgorod Refineries, the manufacturer says.

"The technology is interesting, we will cooperate, need to work it through", - Rustam Minnikhanov summed up the presentation.

"Ambitious energy solutions for business", - that was the heading of the report on the energy solutions by Gradient Kilby. The report was presented by the founder and technical director of Gradient Kilby (Innopolis) LLC Konstantin Sosnov.

Smart Grid technologies have been implemented in the republic for autonomous, energy-effcient power supply both for serial objects (for example, gas stations, hypermarkets) and for specific facilities (isolated settlements, training centers). These solutions are already implemented in some settlements in the Far East of Russia.

Rustam Minnikhanov proposed to select a special facility in Tatarstan to run-in the technology.
