Minister of Economic Development of Russia Maxim Reshetnikov and the Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadaev announced the launch of a new tool of the Regional Investment Standard — a business feedback mechanism.
"Prompt response to the problems of the business community is a key request of business associations. Thanks to the new system, we will be able to quickly find out what issues businesses are concerned about and what problems investors face locally. Feedback will improve the business climate of the regions," said the head of the Ministry of Economic Development of Russia Maxim Reshetnikov.
Already in Tatarstan and 28 other regions, through the feedback platform of the Gosuslugi portal, you can get advice, help or solve a problem related to business support and maintenance, human resources, use of natural resources, connection to utility networks, highways, etc.
The deadline for an answer, depending on the complexity of the question, will be 5, 10 and 30 calendar days. The business will be able to evaluate the received response on a scale from 1 to 5 points.
It is important that the built infrastructure of the Regional Investment Standard will ensure the operation of the new system: development agencies will monitor the quality of processing applications and identify the most acute business problems, and investment committees under the heads of regions will deal with their solution.
"The publicity of the results of working out investors' questions is also extremely important. It is necessary to show whether the problem has been solved. The feedback platform is ready, and we plan to connect all regions of the country to receive requests," stressed the head of the Ministry of Finance of Russia Maksut Shadaev.
A new functionality has been introduced on the feedback platform of the Gosuslugi portal, which allows legal entities and individual entrepreneurs to submit an appeal on the most common issues faced by businesses and receive a response from the regions in a short time.
"Appeals from businesses and investors should be processed as quickly as possible. There should be no information vacuum here. We must receive feedback promptly. The mechanism will also make it possible to supplement the annual verification of the quality of the implementation of the regional investment standard with its analytics," the chairman of Delovaya Rossiya Alexey Repik believes.
The first to implement the business request processing system are the Republics of Bashkortostan, Crimea, Sakha, Tatarstan, Udmurtiya Republic, Krasnodar, Perm, Khabarovsk Territories, Belgorod, Volgograd, Vologda, Kaliningrad, Kaluga, Kurgan, Kursk, Leningrad, Lipetsk, Moscow, Murmansk, Nizhny Novgorod, Oryol, Rostov, Sakhalin, Sverdlovsk, Tula, Tyumen, Chelyabinsk, Yaroslavl regions and Khanty-Mansiysk Autonomous Okrug.
It is planned that by April 1, 2025, the remaining Russian regions will join the 30 pilot regions.
