A test census in 2018 will be conducted in a new format. People will be recorded using tablets, and it will increase the completeness, quality and efficiency of obtaining the results of the census. This is reported on the official website of the Ministry of Economic Development of the Russian Federation.
In addition, an interactive map with a GIS-pad will be offered to speed up the census. Automatic distribution of specialists by areas and construction of a route will make it possible to exclude the influence of human factor on this activity.
Another innovation in the collection of information may be the implementation of Mobile Connect (identification of user by the mobile phone number if there is a confirmed account in the Unified Identification and Authentication System (UIAS) on the Unified Portal of State Services). The main difference of the census will be the opportunity to pass the survey independently through the "State Services" portal on the Internet. Electronic census form can be filled in between October 1-10, 2018. "Now the main task is to increase the number of registered user with a confirmed account in UIAS, which, in turn, will increase the efficiency of all Internet censuses", - the Deputy Minister of Economic Development of the Russian Federation Azer Talybov noted in the round table on: "Digital transformation in statistics. What will be used during the 2018 Test census?"
The forthcoming census will become one of the most important components for the formation of the data management national system (DMNS). The introduction of DMNS will solve a number of issues related to the operation of the data management system, including:
- non-transparency of sources, methods, goals and volumes of data collected;
- plurality of sources and inconsistency of information in them;
- excessively high load on the organizations of the real economy, non-profit organizations and authorities at all levels and, as a result, duplication of information collected;
- unreasonably high expenditures of budgetary system for creating, maintaining and developing numerous information systems and respective organizational and management structure.
This system will allow to reduce the transaction costs of business for reporting and improve the quality of the state collected data. The concept of DMNS is based on the idea of using alternative data sources, including, depersonified data of mobile operators or banks, online cash register data and other possible sources following their analysis.
