Creating new jobs and improving the quality of the urban environment. Such goals are set by the program of complex development of monocities in the Republic of Tatarstan. The work is carried out under the General Agreement on Cooperation for the Development of Monocities between the NGO "Fund for Development of Monocities" and the Republic of Tatarstan. Natalia Tarkaeva, Deputy Minister of Economy of the Republic of Tatarstan, told this today at a briefing in the Cabinet of Ministers of the Republic of Tatarstan. Since 2015, agreements have been implemented to co-finance the expenses of the Republic of Tatarstan, she said. The goal is to implement measures for the construction or reconstruction of infrastructure facilities for investment projects in monocities:
Naberezhnye Chelny – under the projects "Creation of Public Road Infrastructure in the Industrial Zone", "Construction of Public Infrastructure Facilities of the Razvitie Industrial Park" and "Reconstruction of Khlebny Passage, Industrial Passage, XXX and XXXI Passages";
Zelenodolsk – under the project "Creation of the Zelenodolsk Industrial Site";
Nizhnekamsk – under the project "Construction of Engineering Networks of the Nizhnekamsk Industrial Park in the City of Nizhnekamsk of the Republic of Tatarstan" (Stage 1 – construction of engineering networks and road infrastructure, excluding the section of the access road from the territory of the Nizhnekamsk Industrial Park to adjoining the local passage on the Industrial Street (plots 2, 3)).
There are also agreements on financing in the form of loans for new investment projects "Development of Kama Master Industrial Park" and "Creation of a Service Metalworking Center for EPS metal cleaning (EPS – ECO Pickled Surface, environmental etching of the surface) using high-tech equipment in Naberezhnye Chelny of the Republic of Tatarstan".
In December 2017, a decision was taken to create the ASED zones (advanced social and economic development zones) in the monocities of Nizhnekamsk, Chistopol and Zelenodolsk. An ASED zone is created for a period of ten years. The term of the ASED zone existence can be extended for 5 years by decision of the Government of the Russian Federation on the basis of the application of the Ministry of Economic Development of Russia.
For the ASED zone residents, there is a reduced rate of income tax, including:
– in the part of enrollment to the federal budget – 0% during the first 5 tax periods from the moment of receipt of the first profit from the activity,
– in the part of enrollment to the budget of the subjects of Russia, the rate is 5% within 5 tax periods from the moment of receipt of the first profit and 10% during the next 5 tax periods.
In addition, for ASED zone residents it is stipulated:
– exemption from payment of organizations property tax,
– exemption from payment of land tax,
– reduced rates of insurance premiums at the rate of 7.6% instead of 30%, paid in the usual way (including to the Pension Fund – 6% instead of 22%, to the Social Insurance Fund – 1.5% instead of 2.9% and to the Compulsory Medical Insurance Fund – 0.1% instead of 5.1%). The benefit is distributed within 10 years from the day of the status of the ASED zone resident and applies to residents who have received such status not later than 3 years from the date of the establishment of the ASED zone.
In total, it is expected that the status of an ASED zone will enable the single-industry cities of Zelenodolsk, Nizhnekamsk, and Chistopol to create, at least, 7,000 permanent new jobs over 10 years, attract at least 76 ASED zone residents, with investments reaching 23.7 billion rubles, including capital investments (without VAT) of 19 billion rubles.
