On December 18, 2013 the meeting of the Commission for improvement of investment climate, administrative barriers reduction and small and medium business development in the Volga federal district took place under the chairmanship of Mikhail Babich the presidential plenipotentiary envoy to the Volga federal district, in Kirov.
Boris Titov the Comissioner for the President of the Russian Federation for the businessmen rights protection, Andrey Nikitin the director general of the Agency of strategic initiatives of new projects promotion, Mikhail Kruk the deputy minister of regional development of the Russian Federation, Sergey Zaytsev the Deputy Prosecutor General of the Russian Federation and other participants of the Commission took part in the meeting.
The Republic of Tatarstan was represented by the Minister of Economics Midkhat Shagiakhmetov.

On December 18, 2013 the meeting under the leadership of the deputy minister Marat Sharifullin took place in the Ministry of Economics of the Republic of Tatarstan. The meeting was dedicated to the questions of infrastructure objects development of the "Chistopol’ Industrial park. There were also discussed the questions of industrial warehouse modules construction in the territory of the park to place the small and medium business members.
It is planned that ready production areas construction will attract the innovative production projects of small and medium business members on a park platform.

In the Center of support of business subordinated to the Ministry of Economics of the Republic of Tatarstan the first meeting of a contest committee on providing the state support for "Promoting the franchising and the system of franchising work in the Republic of Tatarstan" took place on November 18, 2013. For 2013 the program fund was planned to be 3,8 million rubles.
For the period from 28.11.2013 till 12.12.2013 there were submitted 23 applications for 6,5 million rubles. 19 applications were considered by the contest committee for total amount of 5,3 million rubles.
Based on the results of competitive selection, 13 applicants will receive subsidies for total amount of 3,68 million rubles.

On the basis of the order of the Government of the Russian Federation of 18.11.2013 No. 2128-r about distribution of the subsidies provided in 2013 from the federal budget to budgets of subjects of the Russian Federation on implementation of programs of development of pilot innovative territorial clusters on December 13, 2013 signed the Agreement between the Ministry of Economic Development of the Russian Federation and the Cabinet of the Republic of Tatarstan about granting subsidies from the federal budget to the budget of the Republic of Tatarstan on implementation of the program of development of a pilot innovative territorial cluster "the Kamsky innovative territorial and production cluster of the Republic of Tatarstan".

On December 20, 2013 at 13.00 the Contest committee meeting on providing support on action " Leasing development of the equipment: subsidizing of expenses of small and medium business members to pay the first installment under the contract of equipment leasing the (LIZING-GRANT)" will take place. The meeting will concern making amendments to the protocols.
The meeting will take place in: office 429, 55 Moskovskaya St., Kazan.

On December 16, 2013 meeting of Committee of the State Council of the Republic of Tatarstan on the state construction and local government took place. The report on a question "About the bill of the Republic of Tatarstan "About modification of the Law of the Republic of Tatarstan "About local government in the Republic of Tatarstan" was made by the deputy minister of economy Ayrat Shamsiyev. The presented bill provides fixing of procedure of the assessment of regulating influence (ARI) concerning projects developed by local governments, and also examinations of existing municipal regulations.

On December 19, 2013 at 16.00 meeting of the Contest committee on selection of demands for granting subsidies for compensation of expenses of subjects of small and average business of the Republic of Tatarstan on receiving the educational services connected with preparation, retraining and professional development, and also development of enterprise literacy and enterprise competences will take place. The Ministry of Economics of the Republic of Tatarstan took part in conference "100 steps to favorable investment climate. Achievements and new challenges" which was organized by Autonomous Non-Commercial Organization the Agency of Strategic Initiatives on Promotion of New Projects and the Vedomosti newspaper (December 16-17, 2013, Moscow).
In the plenary discussion of the first day of Conference Andrey Belousov the Assistant to the President of the Russian Federation, Igor Shuvalov the First Deputy Prime Minister of Russian Federation, Alexander Galushki the Minister of the Russian Federation of development of the Far East, Andrey Nikitin the Director general of the Agency of strategic initiatives, the representatives of federal and regional executive authorities, heads of the large Russian and foreign companies, the representatives expert and business communities took floor. Bulat Haziakhmetov the head of department of investment activity took part in the Conference on behalf of the Ministry of Economics of the Republic of Tatarstan.

On December 17, 2013 the meeting of the Committee of the State Council of the Republic of Tatarstan under the budget, taxes and finance took place. The First Deputy Minister of Economics of the Republic of Tatarstan Sariya Siraziyeva had a speech "About Efficiency of Use of the Provided Tax Privileges on Regional Taxes". She noted that the Ministry of Economics holds a monitoring of the tax privileges provided to subjects which implement the investment projects, monitoring of the tax privileges provided to residents of the Special economic zone "Alabuga", and also to science and technology parks, to the innovative and technological centers.

The meeting of the Committee of the State Council of the Republic of Tatarstan on economy, investments and business was held today. There were discussed the bill of the Republic of Tatarstan "About an amendments to the Law of the Republic of Tatarstan "About the approval of the social and economic development of the Republic of Tatarstan for 2011-2015 Program ", prepared by the Ministry of Economics together with the ministries and departments. It had been approved earlier by the Public council under the jurisdiction of the Ministry of Economics.
The bill was introdused by the Minister of Economics of the Republic of Tatarstan Midkhat Shagiakhmetov. He noted that to stabilize the current economic situation the prompt actions only are not sufficient. The actions directed on improvement of the institutional environment are necessary.
26 new actions are included to the considered bill. They mention all institutional factors in which section the Program of social and economic development of the Republic of Tatarstan for 2011-2015 is developed.
