For implementation of the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for the state and municipal needs" the resolution of the government of the Russian Federation No. 1186 "About establishment of the size of the price of the contract is accepted on December 19, 2013, at which or at which excess essential terms of the contract can be changed by agreement of the parties on the basis of the decision of the Government of the Russian Federation, the supreme executive body of the government of the subject of the Russian Federation and local administration in case implementation of the contract on independent of the contract parties without change of its conditions is impossible for circumstances".

Within the XI Russian regional congress "Technologies of development of regions at the budgetary restrictions" which passed on December 13, 2013, the Expert RA rating agency following the results of a year carried out rewarding of winners of the XVIII rating of investment appeal of regions of the Russian Federation. Diplomas of "Expert RA" awarded the regions which have taken leading positions in a rating on the general level of investment risk and its private parameters. The Republic of Tatarstan took the 1st place in the nominations "Minimum Economic Risks" and the 3rd place in the nomination "Creation of High-performance Workplaces". It should be noted that for the last years the Republic of Tatarstan according to Expert RA rating agency steadily takes leading positions among regions of the Volga federal district on an indicator "the minimum investment risk".

On December 19-20, 2013 a series of working meetings on further stages of works on formation of the "Strategy of Development of the Republic of Tatarstan for the Period till 2030" project is carried out. Developers of the project of Strategy – JSC International Center of Social and Economic Researches Leontyevsky center (St. Petersburg) – presented detailed plans of carrying out researches for such subjects, as: "The higher education and a labor market", "Beginning and business conditions in the Republic of Tatarstan: problems and prospects", "Industry of the Republic of Tatarstan: prospects and risks", "Problems and prospects of agrarian and industrial complex of RT", "Spatial and territorial development of the Republic of Tatarstan". Also the concept of carrying out the analysis of economic and social situation of the Republic of Tatarstan and its competitive positions in Russia and the world in a section of the main directions of the interregional competition and the main intersectoral economic complexes was submitted.

During 2013 in Kazan there took place the III Sports contest of workers of offices of executive authorities of the Republic of Tatarstan and government bodies of the Republic of Tatarstan. Competitions were held among 32 teams on 8 sports. The Ministry of Economics following the results of the Sports contest took a prize-winning second place. We congratulate ministry team on the reached result! We thank the employees who were taking part in sports meets, for uncompromising fight, patience and endurance. We wish in 2014 of new sports victories and achievements!

The interregional public organization "Moscow Association of Businessmen" declares carrying out the annual open competition "The Best Supplier of 2013". The winner in the main nomination "The Best Supplier of Goods, Works, Services for the State, Municipal and Corporate Needs" will win a prize from official the sponsor of Competition of JSC Rolf – the car. The Competition purpose – to note the best companies following the results of participation in procedures of placement of orders and execution by them of the obligations for results of procedures of purchases for the state, municipal and corporate needs in 2013.

For implementation of the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for the state and municipal needs" is accepted the order of the Ministry of Economic Development of the Russian Federation of 20.09.2013 No. 544 "About features of placement on the official site of the Russian Federation in the information and telecommunication Internet network for placement of information on placement of orders for deliveries of goods, performance of work, rendering services of plans schedules of placement of orders on 2014 and 2015". The order describes specifics of placement on a site zakupki.gov.ru of plans and plans schedules of orders on 2014 and 2015 – in the transition period preceding start of Uniform information system.

For implementation of the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for the state and municipal needs" of 10.10.2013 No. 578 (it is published 04.12.2013) is approved by the Order of the Ministry of Economic Development of the Russian Federation the Order of obligatory public discussion of purchases of goods, works, services for ensuring the state and municipal needs in case the price of the contract signed with the only supplier (the contractor, the performer), exceeds one billion rubles. Public discussion of such purchases obligatory for the state and municipal customers authorized by them of bodies and establishments, and also all legal entities who are carrying out purchases at the expense of budgetary funds (subsidies, investments, etc.) . The approved order of discussion doesn't concern purchases of arms, military and special equipment within state defense order, and also purchases with application of the closed ways of definition of suppliers or for the only supplier established by the President or the Government of the Russian Federation.

On December 19 the next meeting of the Interdepartmental working group on carrying out the complex analysis of reduction of volumes of profit under the chairmanship of the First Deputy Minister of Economics of the Republic of Tatarstan Sariya Siraziyeva took place. During meeting results of the analysis of the current development on main types of economic activity and financial results were sounded following the results of 9 months of the current year. With information on receipt of a profit tax in the republic budget, and also the main violations of the tax legislation revealed at carrying out control actions regarding this tax, the deputy head of UFNS of Russia on the Republic of Tatarstan Galina Shatsilo acted.

From December 18 to December 20, 2013 the Republic of Tatarstan with working visit was visited by delegation of the Altai territory headed by the deputy governor of the Altai territory Vitaly Snesarem. On December 20, 2013 in the Ministry of Economics of the Republic of Tatarstan under the chairmanship of the deputy minister Artem Zdunov the meeting with delegation at which experience of the republic in investment and innovative spheres, questions of interaction of the power and business was presented took place. Besides, questions of involvement of investors, mechanisms of rendering the state support of investment projects were submitted for discussion, industrial platforms and special economic zones of the republic are presented.

For implementation of the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for the state and municipal needs" is accepted the order of the Ministry of Economic Development of the Russian Federation of 13.09.2013 No. 537 "About the statement of the Order of coordination of application of the closed ways of definition of suppliers (contractors, performers), possibilities of the conclusion (conclusion) of the contract with the only supplier (the contractor, the performer)".
