On March 28, 2014 in Ulyanovsk exit meeting of the Working group on interaction questions with subjects of the Russian Federation of the Advisory Board was held according to regulating influence at the Ministry of Economic Development of the Russian Federation. Meeting was held by the director of the department of an assessment of regulating influence of the Ministry of Economic Development of the Russian Federation Vadim Zhivulin. Representatives of the profile ministries and departments, business communities and experts more than from 30 regions of Russia took part in meeting. The Republic of Tatarstan was presented by the deputy minister of economy Ayrat Shamsiyev.

On March 27, 2014 in the High-mountain municipal area conference of businessmen with participation of representatives of the Ministry of Economics of the Republic of Tatarstan subordinated to the ministry of the Center of support of business, the Ministry of Agriculture and the food of the Republic of Tatarstan, Association of the enterprises of small and medium business of the Republic of Tatarstan, Civic chamber of the Republic of Tatarstan took place following the results of activity of business and to development of the new directions of business of the area. Businessmen of the area with an opening speech were addressed by the head of the High-mountain municipal area – the Chairman of the board of the High-mountain municipal area Rustam Kalimullin.

According to LIZING-GRANT program conditions the leasing companies, which lessees apply for receiving the state support within the specified program, have to correspond to the following conditions: – existence in constituent documents of the instruction for financial rent (leasing) as a primary activity; – existence not less than one-year experiment on granting property in financial rent (leasing) to subjects of business, including: a) existence of the created portfolio of contracts of the financial rent (leasing) signed with subjects of business, existence of specialized technologies/programs of work with subjects of business; b) existence of the approved technique of an assessment of a financial condition of the lessee – the subject of business.

Since 2015 of data on the birth, death and a marriage which are at the disposal of bodies the REGISTRY OFFICE, will have to be transferred through system of interdepartmental interaction in electronic form. It will relieve citizens of need to show the certificates granted by bodies the REGISTRY OFFICE, at the request for the state and municipal services. The Ministry of Economic Development of the Russian Federation will make changes to the Federal law of 27.07.2010 No. 210-FZ "About the organization of providing the state and municipal services", excluding documents of bodies the REGISTRY OFFICE from the list of documents of personal storage. If data aren't included in this list, the Federal law forbids public authorities to demand them from the citizen.

On March 27, 2014 in IT Park the meeting with participation of deputies of the State Duma of the Federal Assembly of Russia, chosen from the Republic of Tatarstan, concerning attraction of federal funds in economy of the Republic of Tatarstan took place. The meeting was held by the coordinator of the working groups – the deputy of the State Duma of Federal Assembly of Russia Ildar Gilmutdinov. At meeting with the report on a course of work on attraction of federal funds for the I quarter 2014 within activity of the working groups headed by deputies, the Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov acted.

In connection with coming into effect since January 1, 2014 of the Federal law of April 5, 2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" starting with the report in 1 quarter 2014 instead of the "No. 1 auction" form the "No. 1 contract" form – "Data on definition of suppliers (contractors, performers) for ensuring the state and municipal needs", approved by Rosstat order No. 374 becomes effective of 18.09.2013. Data in the "No. 1 contract" form are provided by the main managers of means of budgets of subjects of the Russian Federation and non-budgetary sources of financing, means of territorial state off-budget funds.

Subordinated to the Ministry of Economy of the Republic of Tatarstan the Center of support of business declares collecting the projects applying for other sources of financing, besides the state subsidizing. Meeting of the commission on consideration of projects will take place on March 31, 2014 at 14:00. It is known that financial forms of the state support of subjects of small and average business are focused first of all on production sector. The center of support of business of the Republic of Tatarstan was puzzled with a question of support of the businessmen, engaged in realization of goods and rendering services.

On March 26, 2014 in the Ministry of Economy of the Republic of Tatarstan the videoconference concerning preparation, retraining and professional development of shots for needs of residents of OEZ "Alabuga" within development of the Kamsky innovative territorial and production cluster took place. Representatives of "Kamsky Innovative Territorial and Production Cluster" Non-profit partnership, the Kazan national research technological university, the Resource center "Alabuga" and OEZ "Alabuga" took part in meeting. During meeting OEZ "Alabuga" available for residents need for shots, and also the main directions of educational programs and the list of demanded specialties within training was discussed. Following the results of meeting the plan of further actions for training for residents of OEZ "Alabuga" for 2014 was defined.

Within a business trip on March 25, 2014 the Prime minister of the Russian Federation Dmitry Medvedev carried out to Kazan on a platform of the Kazan state power university meeting with participation of the Deputy Prime Minister of the Government of the Russian Federation Arkady Dvorkovich and the President of the Republic of Tatarstan Rustam Minnikhanov. At meeting the question of further development of innovative territorial clusters, the current restrictions and possible mechanisms of the state support was considered. Representatives of the largest higher education institutions and the industrial enterprises of the republic reported on available problems and prospects of development of the Kamsky innovative territorial and production cluster.

At annual congress of the Russian Union of Industrialists and Entrepreneurs (RSPP) on March 20 the current year in the presence of the President of the Russian Federation Vladimir Putin the 5-sided cooperation agreement on preparation and carrying out a national rating of a condition of investment climate in subjects of the Russian Federation is signed. The document was signed by the director general of Agency of strategic initiatives Andrey Nikitin, the cochairman of "Business Russia" Alexey Repik, the President of the SUPPORT of RUSSIA Alexander Brechalov, the President of RSPP Alexander Shokhin and the President of Chamber of Commerce and Industry of the Russian Federation Sergey Katyrin.
