According to the Federal law of the Russian Federation of 29.12.2014 N473-FZ "About Territories of the Advancing Social and Economic Development in the Russian Federation" the Resolution of the government of the Russian Federation of 22.06.2015 No. 614 "About features of creation of territories of the advancing social and economic development in territories of monoprofile municipalities of the Russian Federation (monotowns)" is accepted. 

TAD in the monotown is created for a period of ten years. The term of existence of TAD in the monotown can be prolonged for 5 years according to the decision of the Government of Russia on the basis of the offer of the Ministry of Economic Development of the Russian Federation, except for cases of change of category to which the monotown according to the list of monotowns belongs. The form of support of residents of TAD of the monotown is defined only in the form of tax privileges.

On June 25, 2015 in the special economic zone "Alabuga" with participation of deputies of the State Council, representatives of the republican ministries and departments, the management of Yelabuga and a special economic zone the "a round table" on a subject : "Problems and prospects of functioning of innovative platforms in the Republic of Tatarstan on the example of OEZ "Alabuga" took place. Within action problems and prospects of functioning of innovative platforms in the republic were considered.

The main report was made by the deputy minister of economy of the Republic of Tatarstan Natalya Tarkayeva. 

The State Duma of the Russian Federation in the second reading approved on June 16, 2015 the project making changes in p.3 Art. 14 of the Federal law of April 5, 2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" about need of justification in uniform information system of government procurements of impossibility of observance of a ban or restriction on the admission of goods from the foreign states.

Circumstances under which delivery of foreign production is possible, have to be provided by acts in which lists of the forbidden and limited in the admission goods are established. So, the ban on the admission of goods of light industry from the foreign states doesn't work if goods aren't made in the territory of the Russian Federation, the Republic of Byelorussia or the Republic of Kazakhstan.

On June 25, 2015 in Moscow the business breakfast with participation of representatives of Autonomous Non-Commercial Organization "Agency of strategic initiatives of promotion of new projects" (ASI), foreign partners of agency, and also representatives of regional executive authorities took place. From the Republic of Tatarstan the Minister of Economics Artyom Zdunov and the deputy minister of economy Bulat Haziakhmetov took part in a business breakfast.

Within action with welcome speech the CEO of ASI Andrey Nikitin acted. In his speech he told about the carring-out work regarding formation of the National rating of a condition of investment climate in subjects of the Russian Federation, and also about the course of realization of "road maps" on decrease in administrative barriers which allowed the Russian Federation to rise in a rating of the World bank "Doing Business-2015" to 62 places.

From the Republic of Tatarstan the deputy minister Bulat Haziakhmetov, the First deputy CEO Agency of investment development Insaf Galiyev, the Deputy head of Executive committee of Kazan on economic problems Ivan Kuznetsov participated in a seminar.

During a seminar representatives of Autonomous Non-Commercial Organization "Agency of strategic initiatives of promotion of new projects" (ACI) presented results of full-scale expansion of the National rating according to which the Republic of Tatarstan became the leading region which provided optimum conditions of business.

The ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response developed the draft of the resolution of the government of the Russian Federation "About the state supervision in the field of protection of the population and territories against emergency situations of natural and technogenic character" which is sent for consideration to subjects of the Russian Federation.

The draft of the resolution taking into account provisions of the Message of the President of the Russian Federation to Federal Assembly of Russia of December 5, 2014 is directed on decrease in the excessive administrative pressure put upon the enterprises of small and medium business at implementation of supervising actions, including at implementation of supervision in the field of protection of the population and territories against emergency situations regarding fixing of the list of separate categories of the objects which are subject to the state supervision in the field of protection of the population and territories against emergency situations.

On June 24, 2015 the Federation Council approved the law in which the zero tax rate for individual entrepreneurs who passed to the simplified or patent system of the taxation is entered. The press service of the upper house of parliament reports about it.

For the first time registered individual entrepreneurs who conduct the activity in production, social and scientific spheres and passed within two years from the date of registration for the simplified or patent system of the taxation, will be able to receive two-year "tax holidays". Tax holidays will be provided from 2015 to 2020 inclusive.

On June 25, 2015 in Kazan the meeting of the deputy minister of economy of the Republic of Tatarstan Natalya Tarkayeva with the head of a chemical cluster "ChemSite" (Germany) Michael Drosher took place. 

During a meeting prospects of cooperation of two clusters were discussed: chemical cluster of "ChemSite" and Kamsky innovative territorial and production cluster. Besides, they discussed strategy of development of clusters, need of search of new business opportunities and implementation of innovative projects, also they raised the question of interaction of the scientific and educational and industrial organizations for innovative development of clusters.

On June 24, 2015 the secretary of state – the deputy minister of economic development of the Russian Federation Oleg Fomichev carried out a briefing about work of a uniform information platform  of the regulating influence estimation (RIE). During action the open orv.gov.ru portal on which all information on an assessment of the regulating influence will be published was officially started.

We remind that RIE is the state procedure based on dialogue of business and the government. Its purpose - prevention of unreasoned regulation which can entail additional burden of business. Within carrying out RIE drafts of regulations pass the comprehensive analysis, are estimated on expediency, adequacy and need. In case the bill (the order, the resolution, etc.) is recognized unreasonably complicating business activity, the conclusion of RIE prepares as negative. An integral part of the RIE procedure are obligatory consultations with business community.

During a briefing Oleg Fomichev noted that the important problem of RIE is a creation of dialogue of business and the power, therefore quality of information channels for work with procedure is extremely important.
