The Ministry of Economic Development presented a ranking of the investment attraction of Special Economic Zones (SEZ). Experts identified the best industrial and technical-innovation-type zones.
The SEZ "Dubna" of the Moscow Region became the leader of the rating. The SEZ "Alabuga"(The Republic of Tatarstan) occupied the second place and the SEZ "Lipetzk" occupied the third place. The five leaders were completed by the SEZ "St. Petersburg" and the SEZ "Innopolis" (The Republic of Tatarstan).
The Business Navigator for special economic zones can help the investor to orient in the provided benefits and choose the appropriate site. It was prepared by the Association of clusters and techno-parks. The publication collects up-to-date information on all industrial and technical-innovation type zones.

On November 1, at his meeting at Tatarstan Government House with members of the Russian State Duma Committee for Labour, Social Policy and Veterans' Affairs, Prime Minister of the republic Alexey Pesoshin briefed about main social and economic results Tatarstan has achieved recently.
On October 31, speaking at a briefing at the regional Cabinet of Ministers, Minister of Ecology and Natural Resources of the republic Farid Abdulganiev reported that a total of 15.9 billion roubles, including 8.6 billion roubles from the federal budget, 6.1 billion roubles from the regional budget and 1.2 billion roubles of non-budgetary sources, have been allocated for implementing measures as part of the regional priory project aimed at the improvement of the Volga River until 2025.
On November 4, speaking at a regional video-conference held by Tatarstan Prime Minister Alexey Pesoshin at Tatarstan Government House, Minister of Construction, Architecture, Housing and Utilities of republic Irek Faizullin reported that since the beginning of the year the local State Housing Inspectorate has conducted 3,676 inspections of multi-apartment houses under capital repair in 43 municipalities of the republic and has revealed 54 cases of safety violations in 17 regions.
Faizullin also reported on the progress made in the implementation of the regional programme of capital repair of multi-apartment houses in 2017. He said that according to the short-term plan safe and favorable living conditions should be provided to 232,145 citizens in 991 multi-apartment houses with a total area of 6.2 million square meters in 2017.
To implement the programme a total of 1,346,275,700 roubles were transferred to the regional operator from the regional budget, which is 100 per cent of the total amount of funds provided by the programme. The Housing and Utilities Fund of the republic received 1,065,851,000 roubles from local budgets, which makes 99.59 per cent of the total amount stipulated by the programme.
The minister reported on the course of major repairs of educational institutions. He reminded that it is planned to repair 146 educational facilities in 2017. As of November 2, 2017, work is underway at 1 of 146 facilities. As for comprehensive schools, work has been completed at 28 of 29 sites included in the plan. All the special-needs schools and pre-school facilities included in the programme have been repaired.
Faizullin continued that capital repair of children's recreation camps, resource centers (colleges), youth clubs, social service institutions, municipal archives, cultural facilities of the republic has also been finished.
The minister also reported on the progress made in the implementation of other regional projects in the construction sphere and noted that work on developing regional programmes for 2018 is underway in Tatarstan.
The Russian Federation has risen from the 40th to 35th place in the rating "Doing Business", which determines the favorable conditions of doing business in various countries of the world.
This year in the rating Russia was ahead of Belarus, Kazakhstan, Slovakia and Slovenia. Russia took the first place among the BRICS countries, being ahead of South Africa, China, India, Brazil.
The World Bank's Doing Business ratings system is aimed to rank states in relation to 11 indicators of favorable conditions, enabling environment of business.
There are 190 positions in the rating. The higher is the position of the country in terms of the favorable business environment; the better is the business environment for opening and operating the enterprise.
The Doing Business rating for domestic economic policy acquired a special status in 2012, when it was included into the May Direction of the President of the Russian Federation "On long-term sate economic policy".
