In the framework of the organization of project activities in the state authorities of the constituent entities of the Russian Federation, the Government of the Russian Federation, together with the project management РАНХиГС organize an expert seminar on the " "Implementation of priority projects and development of the project management in the state authorities of the Russian Federation." on November 10-11.

The panel discussion "Development of the project management in the regional executive bodies" was addressed by the Minister of Economy of the Republic of Tatarstan ,Artem Zdunov and attended by Deputy Minister of the Economy of the Republic of Tatarstan, Bulat Haziahmetov.

It was noted within the framework of the seminar, that the Republic of Tatarstan had been chosen as one of six "pilot" regions to implement the priority program "Improvement of  productivity and employment support".

Today, a meeting of the Republican Commission was held to consider applications for signing an agreement on the execution of the economic and social development activities in the territory of Priority Social and Economic Development "Naberezhnye Chelny" under the chairmanship of the Prime Minister Republic of Tatarstan, Alexey Pesoshin. The Deputy Minister of Economy of the Republic of Tatarstan - Natalia Tokareva took part in the meeting.

The application of LLC Technika Agro for implementation of the investment project "Arrangement of manufacturing agricultural towed machinery".

In the nearest time the Agreement on execution of activities in the territory of Priority Social and Economic Development Area "Naberezhnye Chelny" will be concluded between the Ministry of Economy of the Republic of Tatarstan and the company "Tekhnika Agro". After the agreements are concluded, the Ministry of Economy of the Republic of Tatarstan will send the information to the Ministry of Economic Development of Russia for the inclusion of the LLC "Tekhnika Agro" into the Russian register of the residents of the Priority Social and Economic Development Areas.

The Commission of the Government of the Russian Federation on legislative activities approved the draft federal law "On State and Municipal Control (supervision) in the Russian Federation".

In general, the draft federal law is aimed at a comprehensive systemic reform of the state and municipal control by improving its efficiency and effectiveness, reducing redundancy in the activities of citizens and organizations and provides for:

- the development of the already existing risk-oriented institution, a monitoring and supervisory approach;

- application of the expanded system of guarantees of the rights of citizens and organizations in the conduct of monitoring and supervisory activities;

-consolidation of comprehensive lists of federal, regional control (supervision) and municipal control.

The bill will be considered at a meeting of the Government of the Russian Federation, the date of the meeting has not been determined.

The relevant Federal Law of 30.10.2017 No. 308-XP amended Article 27 of the Federal Law on the protection of the rights of legal persons and individual entrepreneurs in the exercise of State control (supervision) and municipal control, providing for the exclusion of the prohibition of verification of the requirements established by the normative legal acts of the executive branch of the USSR and the RSFSR on certain matters relating to the regulation of labor relations and other directly related relations.

Previously, the Federal law of July 3, 2016 No. 277-FZ in the Federal Law "On protection of rights of legal persons and individual entrepreneurs at carrying out state control (supervision) and municipal control" has been amended to establish a ban on holding public and municipal control audits and meeting the requirements established by the acts of the USSR and RSFSR.

The seminar "The best practices of socially oriented non-profit organizations (NPO) of Tatarstan on the theme "The experience of the NPO, being in the register of social service providers, in interaction with public and municipal authorities and the provision of social services" was held in the federal university of Kazan. The seminar gathered more than 60 representatives of non-profit organizations, social entrepreneurs, resource centres, the Public Chamber of RT, the State Council of RT and representatives of municipalities.

The keynote presentation was made by the Head of the Social Innovation Centre of the Entrepreneurship Support Fund of the Republic of Tatarstan, Anton Dyganov.

At the end of presentations the seminar continued its work in the mode of a discussion site, which included the results of the questionnaire. For example, one of the problems faced by NPO is the low level of support for their activities by the media. 

The Ministry of Economy of the Republic of Tatarstan informs that the Russian Congress of Productivity leaders (hereinafter-Congress) is being held with the support of the Ministry of Russia from 13 to 16 of November 2017 in Moscow.

The Congress (formerly Russian Lean-Forum-2006-2015) is the main venue for the exchange of experience on better management practices for improving productivity and developing production systems. The program of the Congress includes the planned plenary meeting, "Improving Productivity:" best management practices ", seminars, sessions, training, master classes, and competitive programs of the contest of productivity leaders  (hereinafter the contest), which has been held since 2011 and is aimed at popularizing the best management productivity-improving practices.

The organizer of the contest is the interregional public movement "Lean forum. "Lean manufacturing professionals" (tel: 8 800 2000 915, profi@leanforum.ru, www.leanforum.ru).

Today a new "My Documents" service centre (MFC) was inaugurated with the participation of the President of the Republic of Tatarstan, R. Minnikhanov at 10.00 in the Moscow district of Kazan. The office is located at: Kazan, Kulakhmetova str., bld. 25, corp. 1.

The Moscow Branch of MFC will provide state and municipal services to the applicants on a "single window" basis.

The MFC office has 23 reception windows for applicants.

The mode of operation of the MFC Moscow branch: Monday, Wednesday, Saturday, Sunday  -from 8.00 to 17.00, Tuesday - from 8.00 to 20.00, Thursday-from 8.00 to 19.00, Friday - from 7.00 to 16.00.

The company  JSC "Insulation Pipe Plant"  has been introduced by the Ministry of Economic Development of the Russian Federation into the register of residents of the priority social and economic development territories, established in the territories of the single-industry municipalities of the Russian Federation (single industry cities) and became the 15th residents of the Priority Social and Economic Development Area (hereinafter- PSEDA), of Naberezhnye Chelny respectively. Pursuant to the Federal Law a legal person is recognized as a resident of the Priority Social and Economic Development from the date of an entry into the named register.

The JSC "Insulation Pipe Plant" implements the investment project "Development of energy efficient automated steel pipe production technology with capacity of 72 000 tonnes per year, and application of protective coating on steel pipes with capacity of 46 000 tonnes per year."

The association of clusters and techno-parks held the 2nd practical conference "Industrial Russia 4.0. On the way to a digital economy".

The objective of the Conference was to develop approaches to the advanced territorial industry development of the Russian industry and to ensure its competitiveness in the digital economy era.

The Conference held a regular meeting of the Working Group to ensure the loading of the infrastructure of special industrial-type economic zones,  created from the federal budget and the localization of production capacities in the territory of these special economic zones as priority sites.

The Deputy Minister of the Economy of the Republic of Tatarstan, Bulat Haziahmetov, participated in the conference "Industrial Russia 4.0"

The regular meeting was held on the implementation of the Plan of Action ("the road map") to promote competition in the Republic of Tatarstan was held in the conference hall of the Office of the Federal Antitrust Agency. The First Deputy Minister of the Economy of the Republic of Tatarstan -Director of the Department for Enterprise Development, Rustem Sibgatullin took part in the meeting.

In the course of the meeting with reps of the Ministry of Industry and Trade of the Republic of Tatarstan, Ministry of Health of the Republic of Tatarstan, the Ministry of Land and Property Relations of the Republic of Tatarstan, the Menzelinsky municipal district of the Republic of Tatarstan and the Zainsk Municipal District of the Republic of Tatarstan the participants discussed the current status of fulfillment of the Plan's indicators for 2017, considered the proposals for making adjustments to selected activities in 2018.
