19th International Exhibition "Construction - WorldBuild Tashkent 2018" is held from February 28 to March 2 in Tashkent, Uzbekistan.

WorldBuild Tashkent is the main construction exhibition in Uzbekistan.

The exhibition features 10 thematic sections.

Center for support of export of the Republic of Tatarstan of the Foundation for Support of Entrepreneurship of the Republic of Tatarstan non-profit organization arranged participation in the exhibition for export oriented small and medium size businesses from the Republic of Tatarstan.

On February 27, at the Korston Entertainment Complex in Kazan, Tatarstan President Rustam Minnikhanov, Prime Minister of the republic Aleksey Pesoshin, Deputy Prime Minister of the republic – Minister of Information and Communications Roman Shaikhutdinov took part in the fifth International Research and Practice Conference ITS Forum – Kazan “Modern Problems of Life Safety: Intelligent Transport Systems and Situational Centers”.

Before the plenary session, Minnikhanov and other officials got acquainted with the exhibits of the specialized exhibition of the ITS Forum-Kazan conference.  All companies are developers and producers of programmes and services of road safety.

The organizers of the conference were the Cabinet of Ministers of the Republic of Tatarstan, the Ministry of Internal Affairs of the republic, Tatarstan Academy of Sciences, Rostec Corporation, National Telematic Systems, RT-INVEST, Road Traffic Safety State budgetary institution.

The Forum brought together leading Russian and foreign experts, scientists, engineers and experts in the development of situational centers and transport systems.

The moderator of the plenary session was Tatarstan Prime Minister.

Welcoming the participants of the conference, Tatarstan President noted that one of the modern trends is the development and implementation of “smart” vehicles which are able to assess the situation and make decisions, use of new environmental engine types and establishment of the infrastructure for them.

“Efficiency of economic development depends also on the road infrastructure - cargo delivery speed and safety of passengers. Tatarstan stands at the crossroads of major transport lines. We understand the importance of developing and implementing modern technologies - automatic traffic control, automatic transport scales, environmental monitoring, development of mobile applications and many other projects,” Minnikhanov emphasized.

First Deputy Head of the General Administration for Traffic Safety of the Ministry of Internal Affairs of Russia Vladimir Shvetsov read welcoming address to the Conference on behalf of Chief of the General Administration for Traffic Safety of Russia Mikhail Chernikov.

During the report “The Republic of Tatarstan – role and place in the economic life of Russia”, Pesoshin reminded the participants of the conference of the special geographical position of Tatarstan and its key role in the transport link between the eastern and European parts of Russia.

During the conference (held on February 27-28, 2018), the guests of the republic will visit practical venues at which promising and already implemented projects will be presented.

From February 20 to March 12 (inclusive) the Public chamber of the Republic of Tatarstan accepts applications for participation in the Competition for socially oriented non-profit organizations of the Republic of Tatarstan for the right to receive property support conducted in accordance with the Decree No. 99 of February 22, 2015 of the Cabinet of Ministers of the Republic of Tatarstan.

Among contest participants can be SONPOs, except government bodies and local authorities, providing that according to the constituent documents they have been conducting one or more kinds of operations, specified in the paragraphs 1 and 2 of the Federal Law 31.1 from January 12, 1996, No. 7-FZ "On Nonprofit Organizations", in Republic of Tatarstan at least for one year before submission of the specified application for the Contest.

On February 26, at the Government House of the republic, Tatarstan President Rustam Minnikhanov held a regular board meeting of Tatneftekhiminvest-holding to consider a number of innovative projects and technology for their further introduction at the regional fuel and energy complex enterprises.

In particular, Head of the laboratory of progressive polymers of the Berbekov Kabardino-Balkaria State University Svetlana Khashirova presented a new import-substituting technology for obtaining super-constructive polymers.

The areas of their application include aircraft construction, production of military and space technology, electronics, robotics, electrical engineering, automotive industry and medicine.

The production output of super-constructive polymers is 300,000 tonnes per year in the world. There are no such production facilities in Russia. The expected growth in demand makes 10 per cent per year.

"Being the largest producer of plastic and rubber, Tatarstan is very interested in such solutions," Minnikhanov commented. “New materials, composites occupy an increasing share in engineering, production of cars and aircrafts."

According to him, the topic is interesting with regard to aggressive environments. Tatarstan President suggesting sending a group of specialists from Tatneft, Nizhnekamskneftekhim, and Kazanorgsintez companies to the Kabardino-Balkaria University to establish contacts and study the issue.

Deputy Director of the Topchiev Institute of Petrochemical Synthesis of the Russian Academy of Sciences (Moscow) Alexey Volkov told the meeting about methods of membrane separation to intensify the processes of preparation of gases and petrochemicals.

Vice-president of Acronis Oleg Shaykhatarov proposed introducing Acronis import-substituting solutions for data protection at Tatarstan enterprises.

Co-founder and Technical Director of Valadorus Soft Igor Korshunov presented new possibilities of the Geratix analytical platform.

Director General of the Alabuga Special Economic Zone Timur Shagivaleev proposed implementing new projects in the field of petrochemical industry, which will help solve the raw material problem for existing production facilities.

Therefore, he plans to move from attracting new investors to "growing" and establishing production facilities, which are not available in Russia. According to him, work with international companies interested in opening production facilities in Russia is underway.

Minnikhanov supported Timur Shagivaleev's proposal to look for new niches in the sphere of import substitution. "We should develop export potential, as well as in the food industry, based on our raw materials, products," Minnikhanov stated. "We have a full set of petrochemical products, except for some items."

Meeting of the joint committee of Ministry of Economic Affairs, and Ministry of Industry and Trade of the Republic of Tatarstan on such topic as "Increase Workforce Productivity" will be held today, February 27, in the events room of the Volga Region State Academy of Physical Culture, Sport and Tourism.

The Ministry of Economic Development of the Russian Federation developed the project of the Federal Law "On State control (supervision) and municipal control in the Russian Federation" in order to create legal and organizational foundations for control (supervision) and defines common principles for protecting rights of the population and organizations when providing such control.

The provisions of this bill arrange obligation to accept the statute, approval of administrative regulation on each kind of control (supervision).

The bill arrange legal regulation of the check lists, which include a set of mandatory requirements, which have to be controlled by the state or municipal authorities.

On February 21–22 of the present year the Ministry of Economic Development of the Russian Federation together with Analytical center in the Government of the Russian Federation have conducted the conference titled "Reorganization of control and supervision: a new level of the state control in the regions".

The attendees of the conference discussed reorganization of control and supervision operations in constituent units of the Russian Federation.

As a result of the conference the participants have analyzed the project summary called "Increasing quality o control and supervision functions on regional and municipal levels", which will be soon sent to the regions for the subsequent implementation.

Several innovative projects and technologies for implementation at Tatarstan fuel and energy companies were considered today in Kazan at the meeting of the Board of Directors of Tatneftekhiminvest-Holding OJSC.

The meeting was chaired by President of the Republic of Tatarstan Rustam Minnikhanov.

The event took place at the House of the Government of the RT.

A new import substitution technology for superstructural polymer production was presented by the head of the advanced polymer laboratory of Kh. M. Berbekov Kabardino-Balkarian State University (Nalchik) Svetlana Khashirova.

"Tatarstan being the major plastic and rubber producer is extremely interested in such solutions, - Rustam Minnikhanov commented - The share of new materials, composites is increasing in machine building, as well as car and aircraft manufacturing."

Tatarstan president Rustam Minnikhanov supported Timur Shagivaleev's offer to search for new niches in import substitution.

Standard&Poor’s international rating agency improved credit rating of Russia up to BBB investment level. Previously the country was assigned the so called speculative BB+ level. The agency changed its rating forecast from positive to stable.

At the same time, the other major global rating agency Fitch, that during the last 3 years has not been decreasing rating of Russia below the investment level, confirmed their assessment - BBB with a positive forecast.

The largest agency, Moody’s, has not changed the rating till present: on January 26, they improved their forecast for   sovereign rating of Russia from stable to positive, and confirmed Ba1 level. This rating is non-investment.

The State Duma of the Federal Assembly of the Russian Federation is considering draft federal law No. 350062-7 On Introduction of Changes in Articles 20 and 23¹ of the Federal Law on State Regulation of Ethyl Alcohol and Alcoholic and Alcohol-Containing Products and circulation, and on Restriction of Consumption (Drinking) of Alcoholic Products, and Article 10 of the Federal Law On Protection of the Rights of Legal Persons and Individual Entrepreneurs in Course of State Control (Supervision) and Municipal Control.

The draft offers to provide licensing authority with the possibility to control compliance with requirements for alcoholic product retail in form of sample purchase.
