August 26, 2013 the Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov and business ombudsman Timur Nagumanov signed a memorandum on cooperation for the protection of the rights of entrepreneurs. According to the document, the parties came to an agreement on cooperation for the organization in the Republic of Tatarstan advice to small and medium-sized enterprises in the protection of their rights and legitimate interests. The Memorandum provides that the parties will jointly organize short-term training programs for entrepreneurs to create the conditions for the preparation of draft regulations and legislative initiatives in the field of small and medium-sized businesses, as well as to conduct surveys of the business community about their satisfaction with the results of their complaints and appeals.

On August 21, 2013 the Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov took part in the meeting of the working group of the Commission under the President of the Russian Federation to monitor the achievement of the targets of socio-economic development of the Russian Federation, determined by the President of the Russian Federation. The meeting took place at the Presidential Administration of the Russian Federation, chaired by the Assistant of the President of Russia Andrei Belousov. The agenda of the meeting included two main issues, which provides for the consideration of the performance of representatives of the Russian Federation. So the meeting was discussed the formation of an independent assessment of the quality of the organizations providing social services. The second question was about the work of the Commissioner for the Protection of the rights of entrepreneurs in the Russian Federation. In August 16, 2013 at the Ministry of Economy of the Republic of Tatarstan held meeting of the Interagency Working Group for the preparation and adaptation of national economy and social development of the Republic of Tatarstan in the Russian Federation for membership in the World Trade Organization. During the meeting, the sides discussed issues of cooperation with federal authorities in the development of new forms of support for industrial enterprises and work on the development of protective measures in the WTO, taking into account issues raised by republican petrochemical and automotive systems. The results of the work on the analysis of changes in the situation in the agricultural sector in the WTO and the interaction with the federal government to develop the necessary tools to support agricultural producers, as well as work to implement the action plan for adaptation sectors of economy and social sphere of the Republic of Tatarstan to the economic conditions in the framework of the World Trade Organization and Customs Union in 2013. Thus, according to the plan, the line ministry should provide substantial assistance to businesses in revealing the facts of unfair imports. In the preparation of materials for submission to the Unified Economic Commission requires such information, which may be obtained at the organization of a system for monitoring certain groups of sensitive products in the field of jurisdiction. Monitoring should be directed primarily at assessing the impact of imports on the state of individual industries, companies and, ultimately, to a speedy introduction of protective measures.
