The Ministry of Economic Development of Russia is initiating a reform of the permitting activities

The Ministry of Economic Development of the Russian Federation has elaborated a draft framework law "On the bases for permitting activities in the Russian Federation", which is a continuation of the ongoing reform of control and supervision.

The indicated project was established in accordance with the instruction of the President of the Russian Federation No. 31 of January 6, 2017 to the Government of the Russian Federation to develop a substantive basic law, to carry out the inventory of the applicable permissive modes in the Russian Federation and to adopt administrative regulations. It is understood however that the administrative regulations should determine the order in which the permissive modes are executed, up to the regions and municipalities, on the basis of the best "regional practices".

The draft has established general rules for the permitting activities aimed at preventing excessive interference of the state bodies, municipal bodies, performing public functions of the organizations - in the activities of physical and legal persons, seeking for a permit. In addition, the procedure of execution of permitting activities is being established, as well as bans and restrictions are regulated. The order of protecting the rights of physical and legal persons during its execution is being envisaged.

Currently the draft law has been sent for approval to the federal bodies of executive power, regions and the General Procurator’s Office.
