The monitoring of the status and development of the competitive environment in the Republic of Tatarstan on the market of services in the field of culture for 2016 has been carried out

Since 2015 in the framework of implementation of the standard of developing competition in the constituent entities of the Russian Federation, approved by the Direction  No.1738-р (Standard) of  September 5, 2015 issued by the Government of the Russian Federation, the status and development of the competitive environment in the markets for the goods, works and services of the Republic of Tatarstan are monitored annually. Please see the results of the monitoring of the status and development of the competitive environment in the market of services in the field of culture for 2016.

In total 90 respondents, operating on the market of services in the field of culture were interviewed.

Most companies noted the overall state of competition as favorable.

At that, it is possible to say about the presence of large players with a significant market share. This is a positive characteristic of the competitive environment, to the extent that large players do not conduct anti-competitive policies.

The responses to the question about the impact of competition to business evidence the stimulating role of competition. 45,6% consider that competition is useful for business development. More than 40 % of the interviewed tend to give neutral valuation.

The key factors for competitiveness in the market are the uniqueness of company's products, trust to clients and high product quality. Thus, it is possible to speak about the non-price nature of competition in the market.

37.8 per cent of the respondents, which makes the largest share, stated the increase in the number of competitors by the emergence of companies from other regions of the Russian Federation, and only 11.1% indicated that the increase in the number of competitors had occurred with the emergence of new foreign companies. Half of those interviewed believe, that the main reasons for this process relate to government policy, which is expressed in measures of state support for entrepreneurs (23.3%) and to change of the legal and regulatory base.

67.8 % of the respondents indicated that lack of funding was the main obstacle to reaching new geographical markets. In addition, 21.1% of the interviewed people noted the high start-up costs and market saturation.

The majority of the respondents (45, 6%) indicated training of personnel as the answer to the question about the method of improving the products competitiveness. The second place - new marketing strategies (41, 1%) and only 18, 9% were operating at the expense of cost reductions.

Based on the results of the monitoring, the following actions plan can be composed:

(1) Reduction of anti-competitive actions on the part of the leading players;

(2) Promotion of interregional interaction and cooperation in the field of culture;

(3) Promotion of the implemented federal and regional programs for giving grants, directed for supporting the subjects of small and medium-sized enterprises in the field of culture (art).

We would like to remind you, that the standard of competition development is aimed at creating conditions for the development of competition in the markets for goods and services in the region, the transparency of the work of the regional authorities, the provision of incentives to protect small and medium-sized businesses and the elimination of administrative barriers.

According to the Decree of the Cabinet of Ministers of the Republic of Tatarstan No. 799-r dd.  May 6, 2014 the Ministry of Economy of the Republic of Tatarstan is the authorized body of the executive power of the Republic of Tatarstan for promoting competition in the Republic of Tatarstan.

It should be noted that the activities aimed at improving the competitive environment in the Republic of Tatarstan are included in the road map for supporting competition within the framework of the implementation of the Standard.
